a few points before i turn to jack reid. he is leading the senate charge. we do, i think, want to address and help those people who are unemployment. unemployment levels are way too high. 8.5%. slowly coming down. clearly not coming down quickly enough. that leaves about 13 million people in america unemployed. 13 million americans unemployed. some of these folks are neighbors. some i don't know personally. it is an individual tragedy that people are out of work through no fault of their own. they are stuck. they cannot find a job. it is hard to find a job in the new economy. it is just harder. these are people that, i think, deserve our attention. on a macro level, for every dollar spent on unemployment benefits, there is a multiplier effect. at least $2 positive effect on the economy. we get much greater bang for our buck, frankly, with federal dollars and state dollars spend on benefits than i think any other program. cbo issued the charts. nobody has disputed those charts. it is very important to the economy that we continue these benefits. i just urge

jack lew was on of the morning talk shows says 60 votes to pass senate and budget. it doesn't. it takes 50. there are 53 democrats. mr. president, get harry reidthe majority leader in the senate to vote on your budget. let's let the democrats pass it? you know they haven't had a budget now pass the senate for over 1,000 days? and the democrat leader, the democrat-controlled senate said we're not even going to vote on president's budget. what kind of leadership is that for this party? jenna: take it in a different direction then. do you see any possibility here within what we do know of the budget proposal, i know you're just getting a look at it, sir, do you see any opportunity within the parameters as they have been suggested for compromise? parts that you see you can get behind as a republican? >> i want to get behind what is real budgeting. what the president has done here is use a lot of accounting gimmicks and budget tricks. i think we have to be honest with the american people. the president ignores the two tidal waves coming at us of medicare and social security and the impact those things are going it do. the president has to be honest

senator reid and the democratic majority in the senate refused to meet its responsibilities for fiscal discipline. and it's clear that they're running out of excuses. senator mcconnell pointed out that jackthe president's new chief of staff, said the reason why democrats can't pass a budget even though they hold the majority, even though they control the agenda is because of those mean old republicans, because it takes 60 votes to pass a budget. well, mr. lu has been around a long time and he knows that's not true. i would have hoped that he would have corrected the record because he knows and we all know that it takes a simple majority of the senate to pass a budget. but before you can pass a budget, majority leader reid has to call it up and bring it on the floor of the senate and to schedule a vote, which he has simply refused to do. so instead of acting responsibly and proposing a budget and voting on a budget and allowing it to be debated, the president has chosen to take the low road and last year simply to attack chairman of the house budget committee, paul ryan, and house republicans for the budget they passed. it's not perfect but it's trying to do their job and to make a respon
