jackie bensen joins us live from the scene with the story. jackie? >> reporter: doreen, court records show this man got his driver's license back just last month after a year-long suspension for driving while intoxicated. so the 2:00 a.m. collision was horrific. a jeep driven by 24-year-old aman lael was headed eastbound on lehigh. at the intersection of forth myer drive, he struck with deadly force, killing a 24-year-old man identified as chowry of alexandria. >> driving eastbound on lee highway, remained on scene and is currently being interviewed by police department individuals at the headquarters. >> reporter: news4 has learned that aman singh lael has a long history of traffic offenses, including speeding and reckless driving. in 2012, he was convicted of dwi. his license was suspended and returned just last month. lael has been charged with dui and aggravated involuntary manslaughter. he is being held in the arlington jail on a no bond status. live in rosalyn, jackie bensen, news4. >> new developments from the news4 i-team. they have issued se

jackie bensen is live in northwest d.c. with the efforts to help the homeless. jackie? >> reporter: doreen, warming buses like this one have been set up throughout the city. homeless shelters are filled past capacity tonight. at the new home of central union mission on massachusetts avenue in northwest, they're giving thanks for the space that allows extra mattresses to be set up in the event of a hypothermia emergency. >> in the homeless population, you have a group number that almost refuse to come in. this cold is making folks want to come in. >> reporter: the mission is funded entirely by private donors. pastor james lewis says the new location which began operations just before thanksgiving is already filled and 50 extra men are likely to stay here tonight because of the cold. >> we can accommodate up to 190. normally, we look to hold, carry 160. >> reporter: for those who can't or won't go to a shelter, the district has set up warming buses throughout the city. each metrobus has a portable rest room nearby. city officials tell us there are also overflow warming sh

jackie bensen, news4. >>> a big reveal tonight for shoppers and job seekers in prince george's countydevelopers of the new laurel town center revealed more than a dozen new retail set to open this year. in addition to a harris teeter store and a regal cinema, it will host an urgent care center and hold navy and dtr clothing stores and chain restaurants as well. the development is expected to bring 1500 new full-time jobs. shops will begin to open on march 28th. >>> you might soon have to pay to park along the national mall and in west potomac park. the national park service wants to install one thousand parking meters by the end of the year. the rates on those meters would be $2 an hour, and that would include sunday and holidays. the plan also calls for adding a new circulator route around the mall. that's the bus route. the park service hopes the move will encourage the use of public transportation. >>> doug? >> speechless. >> we're starting to lose our sense of humor about this cold. >> it just keeps coming. >> it's like it seems like it's been weeks. >> and it has. that's exactly

our team coverage continues tonight with jackie bensen. she is live in alexandria, where crews have been on the scene for hours, trying to repair a broken water main near a shopping mall. >> reporter: doreen, we just learned some new information. this is at duke street and north jordan. we're told duke street, which as you know is a major artery is likely to be affected into the early morning hours. the reason for this, you can see the icy road here. the reason for the length of time to repair it is the size of the water main we're told. it is 12 inches in diameter. just when it seemed like it couldn't get any colder, it also got very wet. in the fox chase neighborhood of alexandria. thousands of gallons of water gushed from a water main break on jordan street near the intersection with duke street. >> it's amazing. the whole sidewalk has gone down. the street has come up. and it's just -- it's flooding. it's crazy. it's wild. it's the same thing that happened a couple of years ago. the street came up about three or four inches and the sid

jackie bensen is in the neighborhood with more and why this happened?> reporter: well, investigators are back to the scene tonight, and the feeling here is that this is a tragedy on a level that most of us cannot even possibly imagine. a facebook photo from happier times, james stirkens a respected montgomery county police officer, and looking forward to retirement with his wife, denise, 53. they are described devoted to each other and their three children, and what happened inside of the colonial-style home in gaithersburg last night was orrific. police say that the husband and wife were home with their 25-year-old son when james stirkens heard fighting and came into the room to try to stop the fighting. >> and in an effort to stop the son from stabbing his wife, he shot his gun. >> reporter: and he called 911. christopher stirkens was pronounced dead at the scene, and the tragedy doubled when denise stirkens died at the hospital overnight. and in the quiet neighborhood, neighbors grieved. the family next door posted a sign saying that our thoughts and

jackie bensen in the studio now with the disturbing court documents that were just released. jackie? >> reporter: jim, prosecutors say that at an age that entitled him to enjoy the senior citizens discount, he planned to carry out the execution style murder of his son and almost got away with it. according to court documents, 80-year-old james russell lewis traveled over 100 miles from his home in rosedale, pennsylvania to a house on edner road in silver spring. he made the journey with murder on his mind and a handgun and latex gloves in his pickup truck. he quietly entered the bedroom of the home, stood over his sleeping 43-year-old son and began shooting him. the son, russell lewis was wounded but fought back, wrestled the gun away and called 911. they found the pickup truck, its rear tag covered with a plastic bag parked nearby and arrested lewis. the motive for the crime, nearly a million dollars in montgomery county real estate. >> this is an 80-year-old man who attempts to kill his son because the 80-year-old's mother passed away and bequeathed a four-acre property in n
