news4's jackie bensen spoke with the police chief. >> reporter: this is a black and white diagram of just one section of the maze-like 600,000 square feet at the washington navy yard. it gives a feeling for how the cops who ran in to save lives found themselves in the middle of what felt like a violen video game made horrifically real. the after-action report on the september 2013 incident that claimed a dozen lives reveals the race to stop the gunman was made difficult by certain obstacles. among them, the door to the room was locked by a security guard who didn't contact police. d.c. police chief spoke to news4 by phone. >> while we were searching that building, the cameras would have been helpful. >> reporter: the report recommends that large gated complexes put go bags containing maps, key cards to places where they can get to them quickly. the navy yard shooting is an example why they must coordinate and train together. >> we never get an active shooter or training drill inside of the base walls because i think because we all made the assumption that because it's a military base

jackie bensen is live with details. >> reporter: the director of d.c.' department of health made us aware of alarming numbers. he says the agency has confirmed the deaths of six babies over the last two weeks and that is double the amount of infant deaths the district normally experiences during that time. of the six deaths two are believed due to sudden infant death syndrome. two are believed due to complications of premature birth and two remain under investigation. >> these are preventable deaths. when a baby dies from a genetic disease that is something that we cannot prevent but prematurity and sudden infant death which are significant especially in the d.c. area in the african-american population this is something we can really curtail. >> reporter: health director says that as a result of this the district is fast forwarding a new team designed to address issues just like this. it was supposed to roll out in september. now the team made up of 40 different agencies and organizations will roll out in august. the city has made tremendous advances in
