jackie bensen now with the latest on this investigaon. >> reporter: you could see it on the faces of the teachers and and the administrators who came out to see what was going on. it was most definitely not the scene parents and educators wants students to see as they left coolidge high school on the first day of classes. >> did they get shot? >> this is unacceptable. it should start at home with some home training. >> reporter: d.c. police were called to somerset place just across from the high school around 3:30 and found two young men, ages 17 and 19, with nonlife-threatening stab wounds. a d.c. public school spokesperson says the two are not college students. sources tell news 4 the two teens initially refused to answer officers' questions about what led to the stabbing. parents bringing younger children home from school expressed frustration. >> you want your child to be safe, you want your child to be in school. but how can you do that when things like this are going on? >> reporter: there are reports there was some type of fight just before the stabbings. live in northwest, ja

news4's jackie bensen is live with more on what the neighbors saw and heard before police got there. jackie? >> reporter: stunned neighbors tell us the two women lived together here in a first floor apartment. witnesses tell news4 they saw 30-year-old kiva hooks in this courtyard, screaming and yelling. police were called to the 400 block of columbia road to report to what was told was an assault. they were led to the first floor apartment where they found her 54-year-old mother, tawana hooks, on the floor with blood on her face and more coming out the back of her head. this long-time neighbor is pu d puzzled. he said the two women got along well and you never heard them fighting. >> it's aad because they had no trouble. i thought they got along perfectly. >> reporter: this neighbor, who asked not to be identified, worries for 30-year-old's 11-year-old daughter. >> i kept her daughter a couple times. it's sad. i feel sorry for the little girl. my niece, i had to tell her what happened. >> reporter: police tell us that kiva hooks has been charged with second-degree murder while armed.

jackie bensen, news4 today. >> right now doctors are seeing the biggest spike in whooping cough since the 1940s when a vaccine was first made against it. some new strains of whooping cough have been resistant to those vaccines. >>> d.c. police are reversing a controversial policy to put detectives on street duty. the first would pull them from their cases one week a month. now the chief says detectives from individual districts will be included. but other investigating crimes will still be assigned to street duty. and some say the program could interfere with investigations. the police union has not commented on the changes. >>> today separate events are planned in honor of the unarmed teen killed by a police officer in ferguson, missouri. first after noon, a prayer will take place at the mg memorial. and later at 7:00 p.m. there will be a rally for police reforms in front of union station. that's going to be followed by a march down h street. >>> if you are heading downtown today, some metro stations are closed on the red line. first 4 traffic gives us the full rundown on the rails.

jackie bensen has more on the investigation. >> reporter: well into the evening, investigators continued to go in and out of the house on addison road. gunshots were heard in the pickwick townhouse square complex. this neighborhood saw the response. >> they were running in the back areas. as well as the front. they broke on the speakers saying let the person come out. no one responded and they kicked in the door. >> reporter: neighbors say the woman who lived in the house had been living there alone since her mother's death of natural causes two weeks ago. this woman was at work when the shooting happened. >> you feel for the family that was here who helped the mother and helped everybody to make arrangements. now you good to do two. and, you know -- and this was the mother's house, but she stayed alone. >> reporter: detectives spoke to the family members who rushed to the scene after hearing the terrible news. >> they will continue to investigate and reconstruct the scene. >> reporter: news4 today. >>> now to the civil rights investigation into the shooting death of an unarmed 18-year-o
