metro transit police say the victim was an innocent bystander. >> news4's jackie bensen is on the scene at good hope road with new reaction from a woman who was on that bus when the shot was fired. jackie? >> reporter: well the victim we now know she was just riding the bus downtown. she's going to be okay. we're told she was struck in the knee by a bullet after two men who were on the bus got into an argument it's ka lated into something physical and then we're told one of the men pulled out a gun, fired at the other, missed and hit the lady passenger. what we can tell you is there were plenty of people on that bus and this cawed quite a commotion. here's what one of those passengers had to say. >> well we was on the bus on our way down from the store. between this bus stop and a second bus stop there was a scuffle in the back of the bus. all of a sudden we heard a gunshot. okay? so commotion started going on everybody started to run off. when i got off, there was another scuffle in the front of the bus. it was terrible. shot right here and blood profusely coming out. she didn't know s

news 4's jackie bensen is on the scene. what are you hearing? >> reporter: this is all taking place right around the anywaynaylore road metro station. there's a massive police presence. we have pictures to show you what this looks like. this started around 8:45 tonight near the metro station. a police officer attempted to stop an sufb for some type of traffic violation. the officer some time during this encounterwas struck in the leg. we're told the suspect fled at high speed but the officer did manage to get back in his cruiser despite his injuries and pursue the suv. a short distance away that vehicle crashed here in the 3100 block of branch avenue. crashed into a mercedes. the suspect fled on foot. the man who had been in the suv, an occupant of the mercedes, though was very seriously injured, had to be cut out of the vehicle by firefighters. we understand that person does have very serious injuries. and i can tell you coming back live here in temple hills that there's a massive police presence in this area and if you do not have to come arou

one girl says she was assaulted at police headquarters and that's where jackie bensen is live tonightnew details. jackie? >> reporter: jim, the allegations are sickening and include one alleged incident that took place on the same floor of police headquarters as the chief's office. court documents reveal that one of the victims, 17 at the time told detectives she was sexually assaulted by officer darrell best inside an office on the fifth floor of d.c. police headquarters while he was off duty but in uniform and wearing his service weapon. she told investigators that best was her pastor that she'd been attending his church god of a second chance ministry on southern avenue in southeast washington for about two years, when he took her to dinner last december to talk about her future she said. the court documents indicate best said he had to stop by his office. they drove to an underground parking garage and rode the elevator to the office where the victim says she was assaulted. investigators observed tears welling in her eyes when she returned with them to the floor where the alleged

as jackie bensen shows us from the metro transit headquarters the two suspects nearly got away. >> reporter: well chris, we now know the name of the suspect who pretended to be a victim to try and evade police. metro transit police say 23-year-old wade patterson has been charged with the crime of assault with a deadly weapon for a shooting on board the 92 bus this afternoon. the bus was headed to 14th and u streets northwest with a number of passengers on board. but in the 2400 block of good hope road southeast, passengers say it became clear the bus was probably not going much further. >> between this bus stop and the second bus stop there was scuffling going on in the back of the bus. all of a sudden we heard a gunshot. okay? so the commotion started going on. >> reporter: there was pandemonium, everyone rushed to get off the bus. >> she diplomat know she was shot till she got off the bus. >> reporter: in the confusion police thought two men were injured in the melee. they were taken for medical treatment. but investigators knew there was a very good witness on board that bus. in fact the

jackie bensen is headquarters tonight with the details on this. jacks? >> reporter: the police union have been warning people about this for years, warning the council. now it's reached a crisis level. d.c. police chief cathy lanier told the hearing that the department's hiring can't keep up with the rate of retirements and officers quitting. lanier said she's looking to civilianize 100 positions to alleviate the problem, but she acknowledged that more than 300 officers left the department last year and more than 400 are expected to leave this year. >> by the end of 2015 61% of our assistant chiefs commanders and inspectors will be eligible to retire. more than one-third of lieutenants and detectives and almost one-third of sergeants will be eligible to retire. this is the result of the retirement bubble which i've been briefing the council about as long as i've been chief. >> reporter: a member of the council's judiciary committee spoke to news 4 by phone tonight. >> we want to ensure the department maintains its high standards for hiring quality office

jackie bensen news4. >>> a local fbi agent is facing prison time for stealing and using heroin from the fbi's evidence room. tonight his attorney is explaining how and why he did it. news4's mark segraves joins us from u.s. district court with a look at the fallout it caused. mark? >> reporter: doreen sometime between 2013 and 2014 his attorney says that former special agent matthew lowry became addicted to painkillers and eventually heroin. next week he's expected to walk into this federal courthouse and admit that he used his position as an fbi agent to go into fbi headquarters and take heroin out, take what he needed and then sneak the tainted evidence back into fbi headquarters. >> he made a very bad decision here a criminal decision. he knows it. >> reporter: matthew lowry's attorney says the former fbi agent stole the heroin only for his personal use. >> he took very small quantities on occasions to self-medicate himself. >> reporter: in some cases lowry took heroin seized during major drug busts and kept it all or took some heroin for himself before turning the rest in as evidenc
