let's go bensen who is on constitution avenue. jackie? >> reporter: we want to show you what's going on. a very active scene here. this is the block where we think that investigators have located a vehicle they believe may be connected with this suspect, this man who was shot. what we have seen in the last couple of minutes are vehicles from the d.c. police department special operation division. they are essentially the bomb squad, and it would be very standard procedure that if they locate a vehicle they think it is associated with this man, they would want to make sure there are no devices in there that could be harmful and harm anyone on the scene. of course, this section of constitution avenue is yellow taped off and there is a heavy police presence in this block where it looks like they have found a vehicle they think might be associated with this suspect. d.c. police broadcast a couple of lookouts. one was for a toyota, but i can't get close to see exactly what type of vehicle this is. this area is very likely to be closed down for

jackie bensen is outside of the giant where it happened tonight. she has the woman's story. jackie? >> the police report lists this as a suspected hate crime. i talked to the transgender woman who filed the report. she said it was a deeply humiliating experience and it makes her angry. >> the restroom door came open and all i heard was, i know you are a man. >> reporter: ebony belcher said she went to the gi supermarket at third and 8th street northeast with a friend who had to pick up a delivery from western union at the customer service desk. she asked the store employee to point her to the restroom, passing a female security officer in the hallway. once inside the restroom, she said something disturbing happened. >> she opened the door and came in and started to call me a name, saying you cannot use our restroom. they did not pass the law yet. >> the security officer ordered her to leave the store. >> she pushed me out. and i have parkinsons disease and have trouble walking and i almost fell and busted my head. >> a long time gender activist said belcher called her and she urge h

news 4's jackie bensen is live at the murder scene with the latest on the violence in the community tonight. jackie in. >> two shootings, four one leaves a man dead. people in this area are extremely concerned. 14 gunshots. that's how many neighbors say they heard around 8 p.m. at 8th and decatur streets northwest. d.c. police officers blocked off the area with yellow tape and collected evidence, lots of it. it does not appear anyone was hit. it is not clear whether there is any connection to a fatal shooting that happened a few hours earlier and a few blocks away in the 4500 block of ill til avenue northwest. >> anyone that saw someone running from the scene or matching the description we are looking for additional information. >> reporter: a bicycle that had fallen to the sidewalk was taken in to evidence. investigators spent time looking at a white ford mustang parked in the block and later had it towed for further examination. ward four council member todd came to the scene. to neighbors and be certain they knew what was happening. it is an active investigation. details are limited. >>

jackie bensen is live with how police uncovered this abuse. jackie? >> caller: authorities came to the rockville home to look for one dog who had bitten someone at an adoption event. a what they found was appalling. these are the paws of a chihuahua mix dog found in the home during a search warrant served on 234u year's day. court documents say that officers choked and gagged as they made their way through the home. they found 66 dogs of all sizes, many in plastic airline crates that covered nearly every inch of the floor. one dog with paralyzed legs who had been sitting in his exkramt for sometime. another matted with a half-pound of urine-soak fur. the documents reveal catherine chung, who owns the house initially lied to officers telling them only 20 dogs were in the house. a judge found her guilty of 66 counts of animal cruelty. they are misdemeanor crimes but each carries jail time. >> your heart cries out for these creatures. again, because they don't have anyone to stick up for them. we make sure that these crimes go punished. >> reporter: no o

we begin with jackie bensen live at northern virginia community college. >> reporter: one of the people whose identity was stolen is a u.s. service member, who was hospitalized after being wounded in afghanistan. the grand jury indictment handed down this afternoon in the eastern district of virginia accuses aunt of stealing $34,548 from northern virginia community college last year. prosecutors say taylor and nixon stole the identities of four people, registered them as students at the school. according to the indictment, the pair used their own addresses for those students. that's where the college sent loan money in excess of required school expenses. a spokesman for the school said the discrepancy was discovered by a sharp-eye employee who contacted police. most of the students we spoke to called it an outrage. >> that's crazy. i use fafsa to pay for these courses. to hear somebody is ripping the money off and using it when they shouldn't, that doesn't sit well with me. >> that's awful, truly awful. it's unfortunate there are many people who need financial help d of this kind of uni

jackie bensen is live tonight. what's the problem there? >> the most recent collision here in the 600 block of east gude drive, just this morning. these images show the aftermath of a collision this morning that caused a lot of damage to the two cars involved but luckily no one was injured. that was not the case on saturday night. around 11:30, a 57-year-old man in a wheelchair, trying to navigate this cross walk was struck by a car. he died a few hours later. his name has not been made public but susie sinclair smith said he was headed to the shelter which is located on the same block. >> one client coming in an out of the shelter since 2009 was a double amputee, had throat met in my life. >> reporter: the signal is an effort to improve what had been identified as a dangerous intersection. it blinks yellow and turns red only when the crosswalk sign is pushed. many drivers appear to be traveling above the 40 mile an hour speed limit and the westbound approach is on a curve. dave stone said he had been at dinner with the crash victim saturda

. >> jackie bensen is along 15th jackie? >> reporter: jim, a d.c. police mobile crime unit just rolled up to this scene. what we have been watching here are investigators going up to that vehicle, the white chevy malibu you can see over there with the trunk and the hood up with pennsylvania license plates, they have been taking out items inside that vehicle and putting them into brown paper evidence bags. we saw a white plastic bag that appeared to have something in it. i can also tell you we have noticed that there are a group of three women here who are dressed as tourists. those women have each been questioned separately and extensively by d.c. police and have been here this entire time and appear to have been asked to wait here to talk to investigators. there is a possibility that these women, these visitors, were witness to something that happened down here prior to when this man walked onto the grounds of the ellipse. we don't know exactly what that is, but there are a large number of orange cones down there that police sometimes do use to mar

jackie bensen joins us now with some new details about what happened there. jackie? >> reporter: this has all come into us within the last hour or so. we're going to tell you what we know. d.c. police confirmed they were called here earlier today and arrested a security officer for a confrontation with someone in the store. at one point during that confrontation, the security officer is alleged to have shoved or pushed the person, hence the charge of simple assault. several sources tell us it became apparent that the incident was prompted by the security officer allegedly telling the person who made the complaint, a transgender woman, that he did not want her to use the ladies restroom. the woman got upset, remained in the store. the security officer forcibly attempted to get her to lea, which resulted in the physical contact. now a short time ago we received this statement from a spokesman from giant. it reads as this matter involves a third party that provides security services for giant and there's an ongoing criminal investigation, all inquiries related to the in

let's go to jackie bensen. she's live along constitution avenue where secret service agents are focused on a parked car there. jackie? >> reporter: jim, yes. this is where they believe the man was walking around. you can see the ellipse behind me. you can see the uniformed secret service officers and the the man is said to have been walking around the ellipse. when we show you where this vehicle was found, the vehicle you mentioned that we believe is associated with this shooter, you can see it over there. a white chevrolet malibu that we're told has pennsylvania license plates, and we are told that vehicle parked on constitution avenue here very close to the ellipse, that vehicle was discovered within a few minutes, three or four minutes of when this shooting happened. d.c. police bomb squad came here to assist the secret service to search that vehicle. there was a concern that there was ammunition, possibly additional weapons in that vehicle. that is the police presence you see here around that vehicle, but th
