my name is jackie flynn. i'm the executive director. a. philip randolph institute san francisco, and i'm accompanied by kurt grimes as well as oaf tupola who are also employees but also bayview residents. i'm here in support of the india basin mixed use project, the largely neglected in indian basin is desperately in need of restoration. it's important that we find opportunities to retain bayview-hunters point culture as our city inevitably grows. we are all aware of historic challenges in our community to provide broad outreach. i'm sure you've heard residents across the city express concern for not being able to be part of the project. for this project we were able to engage community leaders and organizations approximate participate. not just for this project, but remember, the ongoing projects that impact residents were ones that became more aware of and were empowered to participate as a result. more of our neighborhood folks actually got a chance to see how the city works. so i just wanted to make a point that this is a very importan

my name is jackie flynn. i'm the executive director of the institute in san francisco. you guys got to hear from some of the youth that we did engage directly in this project. i had a whole speech but i really want to make a note that this is the first time i have seen some young folks come in and talk about the fact that they want parks and they want open space and they want to be able to live and grow in the city. that is important to think about when we go through all the minutiae of what is affordable and what is not. we are encouraging these kids to go to college and get their degrees and come back and served as neighborhood and of course, i want to make sure that that housing in those parts are built for them. that is why they have participated in so many of the workshops where they can come up with the designs and come up with the ideas. it is really disheartening to hear that people have concerns about other issues that could be worked out across the city pack as far as affordable housing. i don't think that bayview should house 40% of the affordable housing sto

jackie flynn. executive director of the philip randolph institute of san francisco. i was one of the original working group members as well. i believe that community organizations really need to be supported to help provide services to reentry clients. more than 50% of the population is black. i want to know if we are addressing what is really driving our black population into jails. poverty, education and opportunity. these are things we talk about but how do they get services they need? i want to see a continued effort to establish a body like the g.r.p. working group that monitors and takes action on findings that have come out through this effort. i want to see a planned cap not only to move folks out of the system but to keep folks from entering. i just was at a probation hearing for a juvenile yesterday who was finally released off of probation. but if we look at some of the inter- workings of the actual system, there are little hiccups and little barriers that not only jade to the clients from continuing on, but it makes it very difficult to also -- and it is

my name is jackie flynn. we were mentioned a little earlier, the a p.r.i. what i can testify about is the actual community engagement that we do provide. i came very -- i came along very slowly after the task force was committed. we are on the steering committee for the park prior to the conversations about the development continued on. and even at that point, i saw that community members needed to be more engaged. retook on the task to go out and to -- we took on the task to go out into public housing to engage folks around talking about a park and not only got them to participate in talking about a park but we began to talk to them about how that development was going to impact them moving forward. i also want to make a comment about, it is not just the folks that are homeowners right now packed but we really need to think about the next generation that is coming up. and one of the things we did is insure young people participated in many of these workshops and many of these meetings and got to meet many of the developers and staff, so they could see what
