kpix 5's jackie ward is at "tent city" where a protest is scheduled for this morning. ter: well, frank, some people here aren't wasting any time. we're long 13th and harrison in front of that best buy in soma and we have seen a lot of homeless people start packing up their stuff wheeling it off trying to get out of this area. but people are just kind of waiting right now to see what the city does and what time this all happens. mayor lee gave a warning this week to the people who live here be out by friday morning or the city will clean up this area without your help so that deadline is up today. but homeless advocates say there's nowhere for them to go. the coalition of homelessness calls it inhumane but that's how the homeless people are describing pier 80 leaving them with no other option in their minds. >> it's a madhouse there. i won't say internment camp. it doesn't look like anything i want to be part of. >> reporter: so pier 80 is that shelter that mayor lee opened up during the super bowl. and that's the alternative in his mind but the city says it's full now.

i'm jackie ward live in super bowl city.f course, it's empty here now but a lot of people are expected to take in the seattleup and security measures are have been raised including extra security on public transit. so today at the embarcadero bart station, the transportation security administration will showcase what local and federal officers are doing to prevent any incidents. and, of course, down in santa clara, a stretch of tasman drive in front of levi's stadium is now closed through tuesday. armed officers are patrolling the area. jeffrey harp spent years working with the fbi and knows the pressure that comes with big events. >> in this line of work, there's no margin of error and the people have that expectation of law enforcement. they have a very high expectation, they hold to us a very high standard. so they expect the best when it comes to game day. >> reporter: the department of homeland security is the lead agency when it comes to argues. -- to organization. the fbi leads both investigations and tactical assets.

kpix 5 reporter jackie ward is live near the scene with more and jackie, what are you learning? >> well, right now we are at 52nd and east 10th street where, as you can see, flames are out behind me but crews are still here trying to put out hot spots. by the time crews got here around 2 a.m., the buddhist was in flames. by 2:-- the buddhist temple was in flames and by 2:30 it was a three-alarm fire. the fire started in the temple and quickly moved to the back of the building and flames got on the house to the right of the temple. at one point crews were battling three structure fires at once. fire also spread to five cars and three sheds so i spoke to battalion chief lisa baker earlier. she explained why the fire got so big. it's because this temple is made out of completely wood. so that is why the flames were able to just tear through this building, jump on nearby homes and as a result, it displaced 11 people. so just before 3:30 this morning, everything was under control. 11 people are without a home this morning. the cause is still to be determined. i have spoken to a few o

kpix 5's jackie ward is at police headquarters where the chief says the changes would make a world ofifference. jackie. >>> reporter: good morning. chief suhr is at the forefront of that national discussion about the use of force. he says that anytime there's a deadly police shooting here in san francisco or anywhere across the country, everyone involved is scarred from it. so as a result to all of these shootings happening a washington based research group is now proposed higher standards for police when using force that would go beyond what's currently required by law. but groups representing police chiefs and rank-and-file sworn officers say those proposed standards would add confusion and hesitation to tense situations. the situations like on december 2 when multiple officers killed mario woods who was holding a knife and ever since that day, chief suhr has been pushing for more less lethal options for his officers like tasers. in a one-on-one interview with kpix 5, chief suhr says he is working to rewrite the rules for his department in what he calls a radical way that -- >> i wa

kpix 5's jackie ward joins us as the super clean-up continues. hi, jackie. >> reporter: hi there, frank. super bowl city is coming down and coming down fast. as you can see behind me, crews are out right now. they have been out all morning. but it's not fast enough for some businesses still blocked off due to street closures and vendors have yet to return to business. but in a couple of hours supervisor aaron peskin will present an idea to pay back displaced vendors. just a cup of days ago super bowl city was set up at justin herman plaza typically home to city permitted vendors like artists and jewelry makers but for weeks it's been home to construction crews and football fans and will remain that way until thursday. supervisor peskin wants to pay these vendors half a million dollars for their sacrifice, he says. witnesses it coming from? >> a half million dollars? taxpayer money? >> hopefully it will be the new found riches that we got off the super bowl. >> reporter: 1.1 million tourists came to the bay area but peskin is wary of the potential

kpix 5's jackie ward is live outside of what's left of the building and says investigators have a pretty good idea of how this happened. jackie. >> reporter: yeah. that's absolutely right. as you can see behind me, this building that's in the heart of an oakland community was gutted by fire. three people were sent to the hospital with minor injuries. the four people who lived here and six people next door are now without a place to live. this is what the oakland cambodian buddhist temple looked like yesterday. right around 2 a.m. investigators believe flames from 1,000 candles lit overnight created the flames that burned the place down. >> i saw the flames. they come down from the back. >> reporter: four monks and 7 women were in the building at the time of the fire but all escaped safely. a third alarm had to be called when flames jumped on the house next door. six people live in that home and were all able to get out unharmed. a woman who lives across the street said her daughter woke her up when she heard the fire trucks. >> my daughter say mummy mummy, fire in my temple. big fire. oh

kpix 5's jackie ward is at that homeless encampment where some people are still refusing to leave. >> reporter: while that may be the case for some, others just don't know where to go. so the people we spoke to this morning were gathering their things and just starting to find a new home. packing their things and sweeping the part of the sidewalk they made their homes. these homeless people in soma were moving out not knowing where they will sleep tonight. they do know they have to be out by 5 p.m. >> i understand his position. and i understand that, yeah, we make a mess and we make trash. but it's not illegal to be homeless. >> reporter: along harrison and 13th city outreach employees were offering help with alternatives. the department of public works said it wasn't related to mayor lee's deadline. this particular clean-up effort happens every day. >> people are going to migrate. they're going to rebuild. that's the human ingenuity. they are he not going to just sit here and be like a some monkeys on a tree and do nothing. >> reporter: starr roberts has been homeless for 11 years. h

jackie ward is in vallejo where the shooting victim is recovering this morning. jackie-- >> yet another shooting on i- 80. and the suspect is still out here. one person had to be taken to the hospital to be treated for a gunshot wound. it happened on 80 westbound when two cars were hit by bullets near the appian exit and pinole. the suspect didn't remain on the scene and the victim's vehicle drove to the hospital where one person sought medical attention. an uninvolved third party vehicle was stopped on the shoulder. no one from the car reported any injuries. so this is the 7th shooting on i-80 since october. here's a map of where the previous six were. and they've been spread up and down the freeway from berkeley to vallejo. the suspect is still out there. and officials are not releasing any details about the vehicle he or she is driving. >>> time now is 5:07. >>> and successful rescues in taiwan. two people were found alive in a high-rise apartment that suffered extensive damage. they shouted here i am. 37 people were killed during the earthquake. >>> and after
