in oakland, jackie ward, kpix 5. commute. >>> well, it's friday. theoretically it's "friday light" and we'll see if that's -- you have a little wrinkle out there now? >> yes, we are tracking a couple of incidents including a car fire and so we are going to begin in the south bay. this is definitely slowing on t northbound 101 with two lanes blocked and backup is stretching beyond montague expressway. we are definitely seeing delays. drive times in the red, 42 minutes from hellyer to san antonio. do give yourself some extra time. those two lanes could be blocked for another half-hour. we'll keep an eye on it it. we are still seeing some slow youngs. caltrans was supposed to wrap up roadwork by 6:00 in the northbound direction but it looks like we are still tracking one lane closed. so expect delays. the backup is beyond jack london road and clearing to milpitas at this point. so that's about 27 minutes. this is not looking good. we have 880 and it is lit up in the southbound direction just south of hesperian. we had a

jackie ward tells us there is a lot of other area still in immediate danger. >> reporter: thousands of structures remain at risk this morning, the ranch and river fires cover 125 square miles, exhausted firefighters are focusing efforts on protecting homes off hendricks road near scotts valley. a 30-40 foot wall of flames barreled down the hillside towards them but they were able to save a nearby home, amazingly. as you can see, conditions are intense with entire hillsides lit up and raging, making it impossible to save all of the buildings. afternoon winds fueled the fires and made conditions more challenging. >> we are drawn down, i have never seen a spring in receate at withhe exception of some of the fires during the sienna and i burning conditions, this is unprecedented for the whole state to be under this. >> the ranch fire is a bit bigger than 51,000 acres and the river fire is 29,000 acres, this is more than 80,000 acres the crews are trying to manage with 12,000 structures threatens. full containment is not expected until tuesday. the river fire is 12% contained and the ranch

jackie ward joins us with more on how that can affect the larger airports like oakland, san francisco, san jose. >> reporter: it seems odd because about 2500 weapons are reportedly confiscated at security screenings at airports every year. this idea has been bounced around in washington before. since 9/11 transportation security administration has made changes to what passengers could and couldn't bring on flights from liquids to laptops. according to documents obtained by cnn from june and july the agency is considering getting rid of security screenings. airports that operate commercial flights with no more than 60 passengers. we are talking about small to medium sized not like sfo or l.a.x. the terrorism analyst says the fact that the cut keeps being reconsidered is dangerous. >> i think it is stunning that this is even being seriously considered. >> reporter: this is how it would affect our local airports. baggage that's been checked in at a smaller airport and is heading to a bigger airport for a connecting flight joins with other previously screened luggage. if this were to happ

jackie ward tells us the suspect is charged with first- degree murder. ckie. >>> reporter: police say christian bahena-rivera a man who had been living illegally in the u.s. for years confessed to killing mollie tibbetts. 24-year-old rivera had worked on a farm in iowa owned by a man who served as president of the iowa farm bureau. the company says he had passed the government's vetting process and s an eyee in good standing. police say the mexican told investigators that he stalked mollie during her jog on july 18th, the day she was reported missing. he followed her as she ran but doesn't remember how he killed her. he told police he blacked out and woke up to find her blood and body in his trunk. her body was found by police yesterday buried in a field under corn stalks. security surveillance video and rivera's car helped police make an arrest. president trump talked about mollie's murder at a rally in west virginia last night and blamed bad immigration laws on her death. >> you heard about today with the illegal alien coming in, very sadly, from mexico

jackie ward is live in san francisco this morning with some more details. jackie? >> reporter: kenny, because of the fact it's built on caltrans property, it took a little legislative finagling. it was a pretty dire situation by that 101 on ramp. now the state's able to lease this caltrans property to the city for a dollar a month for the purposes of an emergency shelter or feeding program. staff at the centers also offer counseling for drugs and mental illness. cleaning up the streets is a campaign promise mayor london bree made very clear, and she fully supports navigation centers. >> these navigation centers go beyond the traditional shelters in offering intensive counseling and services to help people break the cycle of addiction, poverty, and homelessness. >> reporter: according to the city, these navigation centers are working. since 2015, more than 1,150 people have been served, and 70% of those people have left the shelters for permanent housing. that is the ultimate goal for the city. this is the first time the shelter is built on caltrans property. it hop

jackie ward joins us live with the latest on all the finger point can. >> reporter: michele, the head of the dmv says that average time is only 23 myths but a lot of people are not buying that. they want the problem fixed now. people across california wait six toseen at the dmv, partially because of the requirement to get the new ids. the head of the dmv made a bold request. we would ask to have additional budget authority up to 26 million to allow us to hire more staff which should help to further alleviate the wait time. that did not go well over with some lawmakers, including the bay area congressman. he says that he wants an audit to audit what he calls mismanagement by the dmv. that's why lawmakers are hesitant to add more money. >> director wants to take 200 worker, state workers from other agencies and bring them into dmv offices. they want to add self-checking kiosk and maybe a text notification system so people don't have to hang around the parking lot or inside the building. back to you. >> we all know the pains of waiting in line at the dmv so hopefully something works. we'

jackie ward has details on the fires in california for us this morning. >> there are signs of progress this morning. start with the status of the ferguson fire, more than ,000 s in the sierra- nevada mountains. it's 86% contained at this point and full containment is expected by tomorrow. this is good news because yosemite national park is expected to reopen this morning after being closed since july 25th. pockets of flames are still burning near a steep canyon area by elephant rock but sprinklers have been put down there. officials say the threat of spot fires outside the established line will diminish, helping the air quality continue to get better. >> u n see the air quality is better. everybody breathes better when the smoke gets out of the air, the firefighters and the 00fire fire and it's only a third as many that were on the scene during its peak. one firefighter died while fighting the mendocino complex fires on monday. that fire is 68% contained and continues to rage over 350,000 acres of land. the firefighter has not been identified but we know that he was from utah and died
