kpix 5 reporter jackie ward is live in palo alto with more on the what the governor is fighting against. jackie. >> reporter: governor brown is vehemently against prop 6. it's the measure that wants to get rid of the gas tax that he put in place back in the spring of 2017. so that gas tax has raised prices of gas per gallon by about 12 cents, for diesel by about 20 cents. and right now, as a way to provide more than $5 billion in transportation projects. that's what that money is being used for. so those in favor of repealing the gas tax say the wording on the ballot is actually misleading because it doesn't even include the words tax or repeal for the prop 6 question. >> a lot of times people will like things in concept and then they read the ballot title and language and they think, that's not something that i'm ready to vote for. >> reporter: a recent poll found that when asked about the gas tax, 58% said yes to repealing the tax. 29% opposed. but when another poll read the official ballot statement that points out the loss of transportation money, support for the repeal plummeted. 4

and early-morning -- in san raphael, and early-morning shooting at a detox center where we find jackie ward, any word on whether or not the shooter was caught? >> reporter: still out there, as far as we know this morning. the entrance to the detox center is still blocked off this morning as you can see. a lot of police still here trying to find the gunman and secure the area. to give you some perspective about where we are in san rafael right now, we are just about a mile from where the detox center is at smith ranch road, the campus just north of here. the sheriff's office says the shooting happened just after 1:30 this morning. when they got here, they found three victims, two people, a man and woman sent to the hospital, another victim died at the scene. we do not know the status of the people at the hospital. the shooter is still out there this morning. deputies assurance the immediate area is secure right now. earlier, chp was using a helicopter to locate the gunman but determined the suspect immediately fled the scene following the shooting. according to the website, the detox center

the first was at mini and lovie ward recreation center. i'd like to thank jackie battle, the supervisor. it was a great success and janice ng, the associate director of ymca. we had a number of attendees. the t.n.t. officers barbecued. we ran out of hot dogs, they had to run out and get more. there were hundreds of hot dogs that were handed out. backpacks by the "y" were given out, too. it was just an amazing event. the second location we had national night out was at the beach, and that's at 43rd avenue. i'd like to thank san francisco probation and san francisco state for also attending this event, and if there was one big hit, that would have been the magician. i know the kids loved that. the next would be coffee with a cop. we've held them at a number of locations. i prefer trying to use small business venues, so we had them at a number of small businesses throughout the district. it's something that we do every other month. it allows my officers to engage with the community. there's no agenda. we just want to be able to sit there and talk to you about anythin
