"new york times" article published february 5, the white house office of management and budget, jacob lew, wrote about the program stating, quote, for the past 30 years these grants have been allocated using a formula that does not consider how good a job the recipients are doing. in fact, presumably for this reason, president obama cut funding for community service block grant -- for the program by 50% in his fy-2012 budget why. -- budget request. let me say that again, the president for the fq-2012 budget has cut this program in half from $700 billion to $350 billion and i suppose it's likely because of these problems. he defended this reduction by saying cspg provides funding for the important work of the community service agencies, but does not hold these agencies accountable for outcomes. on november 2, the taxpayers sent a clear message to all of us here to spend money more wisely. as i mentioned, we are -- we are borrowing 40 cents on every dollar we spend. so when you have programs that we're told by g.a.o. and other groups that simply aren't using taxpayer dollars wisely, it beho

thing i think is interesting and i totally will defer on the politics of this, the budget director, jacob lewid say a couple days ago that the reason the administration hadn't put medicare and social security reform proposals in the budget is they figured it would be easier to cut back room deals with the congress because that way people would have staked out positions. i make no predictions th. at least one can can take solace from that. i won't go through the fiscal situation, but time really matters on this. if we can cut x billion from medicare tomorrow, that saves those interest costs which pyramid over time compounding. so time really matters and we really are at the point where time matters, not to belabor it, but again, two-thirds of those medicare savings scored by the cbo in the health reform bill are these hospital cuts that will not occur. so we're just about to play another game like we play with sustainable -- it will take four or five years to play out, but just like sustainable growth rate, they will start being postponed just like the alternative minimum tax. they're not goin

we have jacob lew with the president's budget request. >> i would make four short points. the first is that the forecast that we use has to be locked in for planning purposes as of mid-november of last year. so it predates the tax deal. as you know, many of the private forecasters upped their forecasts based on what was in the tax deal and most of that is not in the forecast. number two, real gdp growth on a year-over-year basis, the administration is forecasting 2.7% in 2011, 3.6% in 2012, and 4.6% in 2013. our growth rate for 2011 is a fair bit lower than the consensus of private forecasters surveyed by the blue chip or by the survey of professional forecasters. the longer-run, we anticipate, catching back up. that the potential gdp of the united states has not been severely damaged by this recession. so our medium-run forecast is a bit faster. it's within the so-called central tendency that comes out of the fed fomc forecast of last november. which is a, the reasonable range in which they drop off the highest and lowest. it is, rather in the center of that central tende
