jade hernandez, ktvu channel 2 news. >> thank you, jade. >>> 7:03. we're also following an investigation into two separate early-morning fires 234 the east -- fires in the east bay. both happened within the same hour a couple of miles apart. tara moriarty has new information. she's back with the update. >> good morning. investigators are now seeing that this house fire does look suspicious. we did see richmond police arrive moments ago. we're here on 46th street in richmond. if you look inside you can see the house is pretty much gutted of the fire started around -- gutted. the fire started around 4:00 this morning and another fire started on 1st and alfreda. crews were able to extinguish the flames quickly. neighbors say everyone inside the home did make it out safely. no word on what caused that fire. but less than three miles away, crews took half an hour to get this house fire under control. luckily, no one was home at the time. >> well, our investigator's on scene. weiss gonna go through the -- he's gonna go through the house and look for where

jade hernandez joins us with the details. good morning, jade. >> reporter: good morning, this will definitely be quite a sight. we can tell you there's some action going on right now. in fact, caltrain will still raising it in just a few minutes, but it's a very, very slow process. i just spoke with a spokesperson who tells me this weighs tons so the movement will be very slow. a couple of weeks ago, the main pieces of this tower actually passed beneath the bay bridge. today, they are putting up the piece of the 525 tower which is the center of the bay bridge. now, it's amazing. each piece is about 150 feet tall and each weighs more than 1100-tons. the legs came from a steel fabrication plant in shanghai. this means that the bridge is one step closing to completion which is expected to open to traffic in 2013. the cost? $6.2billion. the bridge will be the largest of its kind when it's finished, so, if you are driving on the bay bridge around noon, you are going to see some of this. we'll get the low down on this project so st

let's go right to jade hernandez. jade, you're out there. what can riders expect this morning? >> reporter: well dave, i can term you right now -- i can tell you right now, they can expect delays. we just spoke to a spokesperson and he said he can't give us the exact numbers affected. if you have to wait 25 to 45 minutes today, you should find another way to get to your destination. yesterday, 20% of the workforce called in sick yesterday. today, between 0% and 20% called in sick. wewe have a call into the union lead negotiator but we've not heard back yet. the union is expected today to head to court to get an injunction which lists the current schedule and that schedule is tied to a newly- imposed contract, it became effective sunday. due to the number of drivers out sick, service at the dumbarton bridge was down 50%. a union representative told one media outlet some workers were too unfamiliar with the new structure to work giving an excuse as to why some drivers did not show up for regular duty. the newly imposed contract instituted new work rules with regard to overtime, a

jade hernandez joining us live with the details of what may happen. good morning. >> reporter: good morning. we are live this morning in front of the yard where ac transit buses are dispatched. in fact, this is the place the number of drivers reporting to work was less than usual yesterday. ac transit called it a sickout. the union is not just yet, but what did happen is quite a few drivers, enough to effect service, called in sick a day after a newly imposed contract became effective. so much so the service across the dumbarton bridge was down 50%. yesterday they had 8 buses. the union is expected today to head to court to get an injunction which lifts the current schedule. it instituted new rules in several areas. ac transit, on the other hand, says if the union has their way they can expect additional layoffs and service cuts. the new contract, ac transit says, helps cut the district's cost by more than $15 million and without a contract the district bleeds $300,000 per week and puts them in jeopardy of becoming bankrupt. more on this throughout th

jade here is is live in oakland with the very latest. good morning. >> reporter: good morning.ge's decision expected today may effect ac transit riders who use bus stops like these. we are live in oakland this morning and a decision is expected to come later this morning. now, this disagreement boils down to a fight between ac transit and the amalgamated transit union, three months after negotiations talks stalled ac transit imposed a contract on union members which took effect two weeks ago. it saved the agency $15.7 million by changing the overtime rules and could pay policy and implements a two year pension plan. since it became effect ac transit said they have had a 10% increase in bus operators calling in sick, they call this a sickout. union members deny the sickout say their union praters are worried about running different routes on different shifts. they took it to court where they asked a judge to lift that new work schedule. a judge is expected to ruling later this morning. we have been following the story for you -- [ inaudible ] >> reporter: -- in oakland this morn

jade hernandez joins us with a look at the problem. >> reporter: good morning. tonight city council members will be discussing an uncomfortable issue. hidden prostitution. ktvu has checked in with a massage therapist right here in belmont who has been certified for over 17 years. she has been certified under new guidelines of a new state law under the california massage therapy council. she says there is a distinction between legitimate massage therapy and which she provides and adult entertainment. >> so if somebody has this, n demonstrates that they have the -- all the qualifications that someone would need to who has gone to accredited school. >> belmont city council members will be discussing a moratorium on any new massage permits because out of the 10 establishments here in the city and 40 registered massage therapists police say 37 have not received the proper trainingd a so-called massage skews. the city attorney says the school is a conduit for sex workers who set up illegitimate massage businesses across the state. they have not made one single arrest
