i'm jake tapper. we're going to start with politics. president trump formally approved the repeal and replace plan. it is taking a lot of heat from conservative for not being a full repeal and for being what some conservatives are calling republican welfare. meanwhile democrats are assailing the plan for any number of reasons including the fact it phases out expanded coverage through medicaid, replaces subsidies with tax credits, and bans funding for planned parenthood. all the while the trump administration is playing defense not just on this bill but on the various controversies dogging his young administration. we have reporters covering all angles from the white house to capitol hill. we're going to start with senior white house correspondent jeff zeleny who joins us from the north lawn. jeff, reporters were briefed by the secretary of the department of health and human services dr. tom price today. and the president just met with more than 20 house republicans. what is the headline from the white

i'm jake tapper. topping our politics lead today, president trump is taking his act to nashville as he tries to sell his obamacare repeal and replace plan. the plan that his white house does not want us to call trumpcare. perhaps that's because back in washington support for the plan looks increasingly shaky, especially after the congressional budget office report that says 24 million fewer americans will have health insurance under the republicans' plan. as house leaders face the dilemma of moderates and conservatives in their party who each want to make changes that might alienate the other block. for its part, the white house wants to negotiate, but some prominent trump supporters now seem prepared to call the legislation a failure and hang it around the neck of house speaker paul ryan. cnn correspondent sunlen is live on capitol hill. sunlen, the president gave a speech in michigan today. did he even mention the health care plan? >> reporter: he did not, jake. not one single word about health care

[laughter] jake: makes sense. rep. pelosi: the thing is just to go to the affordable care act, because somewhere in the bowels of the capital, there may be a proposal for a formal care cash for the affordable care act -- for the affordable care act. jake: the republicans have put their alternative health care plan in a closed locked room so their members can receive it. by the way, to be fair, they knocked you guys for being secretive and now they are doing something similar. rep. pelosi: no, they may have not. that is not fair. we had scores of hearings. we didn't have anything locked down any place. for d the senate marked up 22 days. that is one of the longest markups in history. that is not to be fair -- i do't know. in any case, you gave me the chance to point out the difference and i thank you for , that. [laughter] the fact is we had regular sessions where we were required, mandated that we drilled down every word in the bill so that people could understand, comment, amend whatever it was in it. they knew that.

i bet yours is, too, jake. it started a couple of days ago as they saw this incredibly messy, unbelievably messy process going down. and what does that mean? it means we're hearing from conservatives saying the house speaker didn't do enough to bring us in early in the process. you're hearing from conservatives saying, well, you should have started with a bill that was more conservative, that the speaker he ceffectively negotiated with himself by putting forward something that wasn't conservative enough knowing it would have to be battered down from a conservative perspective as it went to the senate. and then of course you have a lot of blame on those very conservatives. i got an e-mail from i would say somebody who i would call a long time gop establishment figure saying, are you kidding me? these republican freedom caucus members, the ones who effectively shut down the government a few years ago because they were demanding a vote to repeal obamacare, which they knew would never become law at the time. and no

jake: it is.hey really don't have power to do anything, especially in the house of representatives where democrats have been in the minority basically since they passed this law. most political prognosticators look at this law and say this is what cost them a majority in 2010, and republicans have had it for seven years since. they are slowing down the hearings. they are trying to throw up procedural hurdles in the house. none of them are going to stick. in the senate, democrats have a bit more power. they are still not going to vote for this legislation and don't have a big formal role when it comes to this legislation's future. one thing we can say for future -- say for certain, in one way, shape, or form, the american health care system will be different than it has been in recent years. anthony: one of the biggest changes is the elimination of the mandate and replace it with a penalty if you don't maintain continuous coverage. the implications of that are not at all clear because some people b
