jake: thank you for joining us.ongress is about to pass in the next 24 hours the $1.9 trillion american rescue plan, arp, trying to set the tone for the recovery. would have you learned about congress in these last less that 90 days since you have taken office? ron: we have learned congress can do big things to help this country. that is what the american rescue plan is, a massive rescue plan to beat the fires and get our economy. we spent a year fighting this virus from behind with half measures, without a national strategy, without the resources to implement a national strategy, so we are where we are. president biden, even before he became president, put this plan in front of the country and said this is what i need to crush the virus, to get the economy moving. we are thrilled congress and less than 50 days has taken this large package and passed it too much intact the way the president asked for it. -- basket pretty much intact, the way the president asked for. it helps the fight against covid, help the middle

i'm jake tapper.ief bill passed a major hurdle yesterday. after the senate made changes to lower direct payments on americans and lose a minimum wage increase. the next challenge is getting the okay from progressives in the house on what just passed the senate. joining me is kate bedingfield. such progressives as bowman and talib said they were open to voting against the covid relief bill because it got too watered down in the senate, in their view. as you know, it will only take five democrats in the house to tank the bill. two moderates already voted no the first time. do you have enough votes? >> well, this is a historic and transformational piece of legislation that the senate just passed. it is going to cut child poverty in half, in part by making a historic investment in the child tax credit. it is going to fund a vaccine program that is going to get this virus under control. it is going to get money out to schools so they can reopen so kids can go back to school and we are not losing a generati

i'm jake tapper. we start with breaking news in our politics lead today and a terrifying warning from the fbi and the department of homeland security today who say right-wing extremists are plotting another possible attack on the u.s. capitol tomorrow, march 4th, all because of yet another deranged conspiracy theory. security is being ramped up around the capitol, which is still surrounded by fencing, barricades and law enforcement officers there since the deadly insurrection of january 6th. the latest terrorism concerns stem from a qanon conspiracy theory, which claims that tomorrow, march 4th, is the date that president trump will be reinaugurated and returned to the presidency. needless to say, there is absolutely no basis in fact or logic for these claims. that is not going to happen. the claim is frankly nuts, but as we all learned in january, that is not a reason for law enforcement to not take its adherence seriously. today we're learning even more about the failure surrounding that attack. sen

jake sullivan: thanks, jen. good to see everybody today. so as jen said this morning, the president hosted the first ever quad summit. the first time that this group gathered at the leaders level. of course, they gathered virtually because of the constraints of covid-19. each of the leaders independently in the course of the meeting referred to this event as historic, because it's cemented a group of strong democracies that will work together going forward to secure a free and open indo-pacific. the president noted in his opening remarks that this is the first multilateral summit he's hosted since taking office and that's on purpose. it reflects his view that we have to rally democratic allies and partners in common cause and his belief in the centrality of the indo-pacific to the national security of the united states. during the meeting, the leaders addressed key regional issues, including freedom of navigation and freedom from coercion in the south and east china seas, the dprk nuclear issue, and the coup and violent repression in burma.

"the lead" starts right now. >> police officer officer derek chauvin in minnesota and we got our first look at how the prosecution and defense plan to make their cases after chauvin was charged with killing george floyd last may by kneeling on his neck for almost ten minutes in a shocking viral video. chauvin has pleaded not guilty. today the defense suggested that he was not responsible for mr. floyd's death at all, instead that george floyd died because of a combination of underlying health conditions and being high on drugs at the time. they cited the county medical examiner's report. the prosecution is relying on an independent autopsy commissioned by the floyd family which says that george floyd died solely because officer chauvin compressed his neck for an extended period of time and the jurors watched the video of mr. floyd's death where you can hear him say repeatedly he cannot preet as the officer knelt on his neck and back and a warning we will play that video momentarily, a
