i'm jake tapper. welcome to "the lead." breaking news in our national lead. moments ago governor chris christie gave a conditional veto for medical marijuana for sick children. he says he is sending the bill back and asking for two changes and then he says he'll sign it. one change, instead of edible forms of marijuana available for everyone, he wants it available only for minors. and two, though adults using medical marijuana only need to sign off with one physician, he wants children to receive approval from both a pediatrician and a psychiatrist in order to be able to get medical mayrijuana and only one of them needs to be registered with the state. this came just two days after a father publicly confronted and asked him -- begged him to sign the bill on behalf of his ailing 2-year-old daughter, vivian. >> we've been trying to get in touch with you. we're wondering what the holdup is. it's been two months now. >> these are complicated issues. >> it's simple. >> i know you think it's simple -- liste

i'm jake tapper. welcome to "the lead." we'll begin with the national lead and breaking news out of california where a dizzying rescue scene is unfolding. a tour bus carrying dozens of people flipped over on a busy stretch of highway about 20 miles outside los angeles. we're still trying to sort out the exact number of passengers hurt. but local media is reporting at least five people had to be flown by helicopter to trauma season terse. the cash shut down three lanes of traffic on interstate 210, turns parts of the highway into a virtual parking lot. officer gomez, thanks for being with us. there are any updates on the number injured and the severity of those injuries? >> we have a preliminary number of 46 people injured as a result of this traffic collision, most of which are moderate to minor injuries. we did have some trauma that were airlifted. we used three air helicopters to transport these victims to local hospitals. luckily none are life threatening. >> is there any idea about the cause of this crash? >> numerous w

and jake tapper has the news. let me go to washington. jake tapper, what has the governor decided?he's going to issue what's known as a conditional veto. which means he is not accepting the bill as it is. but if the legislature makes a couple changes to it, he is signaling he is willing to sign it. those changes are the following. the bill as it stands would allow edible marijuana for everyone in new jersey. everyone who registers with the program and is qualified. the governor is saying only for children. it needs to be just for children, the edible marijuana. the other change is that for adults, there are doctors and psychiatrists who are registered with the prescriptive program. if you are an adult, you only need one doctor saying that you qualify in order to get the medical marijuana. and the legislation on his desk says it is the same for children. governor christie would like it to be two. both a registered psychiatrist and a registered pediatrician with the program. so those are the changes he's asking for. limiting edible marijuana just for kids and requiring one additional
