jake? >> barbara, i wonder if the generals in the building in which you work are concerned at all by what seems to many to be two conflicting messages coming from the administration. you have the secretary of defense saying that isis is like a threat we've never seen before. presumably that includes the threat from al qaeda. and yet, we also have president obama pledging time and time again no boots on the ground. do people in the pentagon think that you can't address this threat like we've never seen before unless we have all options open? >> well, i mean, i think that's an extremely fair point. because you know, it's like a threat we've never seen before but as secretary hagel went on to say, there will be no mission creep. you know, still will be president obama's very limited mission, air strikes in iraq to protect the iraqi government, to protect baghdad, to protect u.s. personnel. no mission creep. the reality is that most military people will tell you defeating isis is going to take

jake?, barbara starr. our white house correspondent michelle kaczynski joins me now. the president's comparison of the forces of isis to a jv basketball team just a few months ago stands in stark conflict with what the pentagon and the white house now call a threat like we've never seen. what is the white house response to the fact that just a few months ago, the president was belittling this. >> right. and had came up so many times over the last couple days. we, too. we wanted to ask this during today's briefing. the president's deputy national security advisor beb rhoades was there, as well. we asked that. what has changed or do you not agree with the president's statement anymore that these forces there diverse groups with a sort of jv team compared to al qaeda. they got kind of an dual answer. first of all, the administration does agree that these forces including isis are different from al qaeda. in fact, they're still mainly involved in regional operations and not the 9/11 level plann

>> i think that's right, jake. quickly, strip away all the words. what the american people want to know is do these crises involve sending u.s. troops into battle. in ukraine certainly not. there might be a decision to provide arms to the ukrainian military. the problem is if russia keeps going, it gets into nato and then the u.s. does have an obligation to militarily defend other nato countries. if the president chooses air strikes in syria, that does involve u.s. troops, he will have to make the case, what is the threat that isis poses to the united states and why it is important torn send u.s. troops into harm's way. if for so many u.s. military families and i think for most americans, the key question is, does it involve sending u.s. troops into battle. what is the threat, and why are we doing it. >> of course, jim sciutto we know already americans have fallen victim to the threat from isis with the journalist james foley killed last week. >> no question. and the big question for the administration, is isis an imminent threat to the u.s. today.

jake, you have been talking to folks there.ormation you can share with us. >> reporter: that's right. people still upset very much about the way that this has all unfolded, both in terms of obviously the shooting of michael brown, but also the way in which the police have respond, the way in which local police have revealed drips and drabs of information. the governor of missouri expressed concern how some of this information has been revealed. governor also tells me members of the state national guard will come here and they will have a limited role he says in trying to keep the peace here in ferguson tonight. there's still a lot of anger on the streets more than a week after this unarmed teenager was shot and killed by a police officer. local prosecutor saying that a grand jury could start hearing evidence in this investigation as early as wednesday, just two days and a short while ago president obama, of course, confirming that federal civil rights investigators are coming, are here and an investigation is under way as he ap

first up, cnn's jake tapper. jake, what do you have for us? >> reporter: hey, don, as you mentioned, the crowds have been slimming. they are probably about 100 or 100 and change people protesting. one of the reasons is because time is passing and people are not protesting as much as they were. the other reason is, there was a big thunderstorm, as you know. one big of conflict disagreement came earlier tonight when there were two counter protesters, individuals objecting to, as far as i can tell, the way that they felt officer darren wilson is being treated unfairly in all this. one of the women held a sign referring to comments made by the democratic governor of the state jay nixon calling for a vigorous prosecution of officer wilson. of course, that's premature. there's a grand jury hearing evidence right now. we don't know if there's going to be any sort of prosecution. we don't know here in the public if there's enough evidence to determine whether or not the shooting was, quote/unquote, good or not. the governor using the term a vigorous p
