james dinkins. he is the director of investigations for i.c.e. i.c.e. is the second-largest criminal investigative agency in the united states. it is the largest investigative arm of the department of homeland security. we employ more than 6700 agents. prior to assuming the directorship, james dinkins held a number of key leadership positions within i.c.e., including special agent in charge in washington, d.c., special agent in charge in baltimore, and he also ran our financial investigations program at headquarters. he also served overseas in frankfurt, germany. he began his law enforcement career with u.s. customs. he later transferred to san francisco. he went on to detroit. he also holds a bachelors of science of criminal justice from the university of detroit. ladies and gentlemen, i would like to welcome director james dinkins.
