let's bring in dean of fletcher school of law at tufts university, retired four star navy admiral, james on the show. >> thanks. >> first of all, any sense of how this could happen and what the questions are here? >> indeed. i commanded one of these ships. a sister ship to the fitzgerald some years ago, so i know that ship very well. worth pointing out that the actual point of impact was exactly where the captain's cab pin was. so middle of the night, he was in that cabin, that is why he is so grievously injured. the reason it happened is think of it as an 8 or 16 lane highway where the cars are moving at speed, but there is no traffic separation scheme. everybody can kind of go anywhere they want to. this is open ocean. a lot of ships pass through, 600 a day, and they are moving pretty quick be. and if anybody acts erratically or zips in the wrong direction, you could end up with a collision. actually it's surprising to me this kind of thing doesn't happen more often. we have an incident like this about once a decade. it's very rare. >> and now let's move to a different topic here but a

james stavridis, retired u.s. navy admiral and former nato commander who is now the dean of the tufts fletcher school, also an nbcw book out called "sea power: the his tremendous and geopolitics of the world's oceans." admiral stavridis, thank you very much for being here today. this is a really fascinating look at major problems that are confronting us right now. let's start with what we've seen already in just this last week with the london terror attack. how does this kind of play in to your thesis? >> well, first of all, the oceans connect us all 70% of the world are covered with water. 95% of the world's trade goes. and to the terror point it's the one area the terrorists actually haven't tried yet. they've done air, 9/11. they've done plenty on the ground, a la london last week. but they really haven't moved on a big cruise liner. they haven't moved on putting weapon of mass destruction in a container. at the end of the day kim jong-un probably isn't going to launch a missile at us. he's going to put a nuclear in a container ship and drive it into long beach. >> and where are we as a nation in terms of prot
