we're back with jason riley and james freeman. s, how does the head of the republican governors association not support a republican candidate for governor? >> it's weird. you can understand given cuomo has an enormous lead in the polls and huge money advantage, you can understand christie saying i'm not going to drop 10 million into that race. but there's no reason to knock as tore reno especially when you have a talented guy. >> he's the westchester county executive. that's not exactly a republican stronghold. >> right. >> yet he managed to win in 2010. >> twice he's won in a democratic area. twice he's shown he can get minority support, latino spurt, black support, democratic support. anyone who gets to know him will he's a formidable communicator with a strong message. it's way too early to write this guy off. >> how do you explain this christie behavior, jason? >> it's tough. he's almost aggressively indifferent. we don't pay for landslides he said to the press. >> why? >> he has a sort of nonaggression pact with governor cuom

let's bring in steve more and james freeman for more reaction.sident, what do you make of where he is right now? >> we shouldn't be surprised. we have seen him do this domestically with new epa anti carbon initiative that has a major impact on the economy and has not been approved by congress and that has caused a controversy. this is the international version of that. my civics classes i learned when there was a treaty with other nations that must be ratified by the united states senate. that is in the constitution. i would also add one other thing. there is no way these countries like china and india and mexico and indonesia and other countries that are developing are going to go along with these anti carbon initiatives. this is unilateral economic disarmament by the united states and will cost us jobs but nobody else. melissa: we are talking about the president, executive action, executive orders, he just doesn't care if congress is on his side or not. >> we will see. if he is trying to bind the united states to something without congress, tha

james freeman is here along will.let me start with you, now everyone is watching the president to see what his reaction is. is staying on vacation sending the right message? i mean, perhaps it is. maybe it is saying you're not going to change what we're doing. i don't know, how does that work in your mind? >> well the president clearly is not in worried about optics phase or perhaps that very optic he is unperturbed by the circumstance he is trying to create having gone directly to play golf from giving those remarks but look, the issue here has less to do with the optics. we talk about the optics a lot. we slice and dice the baloney pretty thin as we talk about what presidents do and don't do. this however, i would submit this is not a question of about optics. this is a question about choices. the president is faced essentially with binary choice, essentially will he act to destroy isis, or, will he act to continue to protect u.s. interests where he sees them? he gave his answer today and look like not in keeping wh
