cnn law enforcement analyst james galiano, retired fbi supervisory special agent, from washington "weekly standard" reporter chris eaton. chris, let me start with you, this is one of those stories that really shook all of us who are part of the political process here. it really seemed kind of an attack on democracy. keeping all those people safe, all those people who do the work of the government, it really was a shock. what's the mood there this morning? >> sure, it still is a lot of shock. you know, i talked to some aides last night, of course, you know. washington is a city where a lot of people get to know each other quite well. and you hear names kind of float around. mr. mika, for example, has certain indiana ties and i'm an indiana guy myself. you hear stories about him and these names kind of resonate to a certain extent. it really hits home with the washington community. and when you take an event like this one, which i have attended before, it's actually in my neighborhood, it's a very peaceful event, there's a coffee shoppach cross the street. people are out walking their dogs,

and cnn law enforcement analyst and special agent james galiano. e practice because he was concerned about it, but not concerned enough to do anything about it. james, that is the test for comey today. why was that the right move? >> i think he explained it inside the document, chris. inside the seven pages. his argument is i did not want to do anything to influence the russian collusion case. if i tainted the agents doing this. i look at this as a west point graduate and putting it in a military paradigm. the president is the commander in chief. if you are the commander in chief in the military, you adhere to the code of justice. there are crimes and misdemeanors you can be charged with. anything that doesn't fit in the black and white issues is conduct unbecoming an officer. that is end all. i look at the way the president handled this. maybe there is not obstruction of justice case here. maybe that can be argued. legal scholars will do that. it was conduct unbecoming commander in chief. >> nada, how do you feel about comey taking the copious note

joining us now is danny savalos and former fbi supervisor james galiano.st addition send the white house? >> that they mean white house. to some who are against this entire investigation, it might appear this is a team that is staffed largely with those who are favorable to democratic interests. but on the other hand, no matter how you look at it, this is a talented team that is going to get at the truth. you would think, based on their reputation and their career. >> wiseman has this reputation for being able to have witnesses to turn on their friends and accomplices. >> he has a stellar reputation. i think the team assembled is a good team. but what people on the outside see is they look at this from the optics perspective. in law enforcement, we shy away from optics. so you can argue well, the federal election commission has said they made these particular donations, and that's unsavory. but director muler is a registered republican. most people believe he's an impartial and unbiased prosecutor. >> he has served in democratic and republican administrati

here is former fbi special agent james galiano, perhaps two on the ground out sad pub in burrow market we'll find those photos because i think they're worth showing the audience. you're going to see two man on the ground with law enforcement over them and we see a vest, a vest on one of the men. what does that tell you? >> and i've heard different accounts on the speculation on what is actually on those vests. there's some in the counter terrorism community that said they could appear to be explosive devices and others said they appear like a tactical vest where somebody would have hung grenades or possibly pipe bombs. what i'm struck with especially as we look at the photos in the cafeteria is the savagery and the butchery. to use a weapon, such as a firearm and they had to make decisions to use a truck and a knife because you can easily get those. but when you're using a weapon that gives you stand off, it's one thing. when you have to use a blade to dispatch people, to take people's lives, that takes a level of commitment, zealotry, savagery that the normal human being, absent a psy
