let's listen to james langford of oklahoma describe why they think this is important adding the individual mandate repeal to tax reform. >> clearly people around the country that are paying this fine that make less than $50,000 each year it's economics for them personally. they want to get rid of this. 81% of the people that pay this fine in my state make less than $50,000. they aren'ten afford the insurance and can't afford the fine. they're looking for some way to get insurance and actually have it, not just have a fine and still have no insurance. >> lauren, are you another member of our team that's been really dug in on the details. do you think that that message is going to fly at least enough to do what they need in the short term which is pass it in the senate? >> i think it's a smart talking point for republicans. you're right. they have a message this type around. that's very good and the three republicans who voted against this the last time around haven't said that they are an outright no. we also have to remember, this could mobilize democratic support against the tax bill for

today james langford, the senator from oklahoma, said he has reservations about the bill. this is how it works. there are a hundred ways for individuals to gum up the process and that's exactly what they're doing with this bill. but if you look at it just from the republican side of the aisle, which is really all they're relying on at this point because they rightfully don't expect any democrats to vote for this, it offends people of all sensibilities on the conservative spectrum. you have the fact that it will explode the deficit, that this is not a fiscally responsible bill. on the other hand, you have the fact that it's just not a populist appeal. there's no way that this is in any way consistent with trump's campaign promises that he's going to stick it to the establishment, that he is going to make wall street pay its fair share. there's really not a lot of consensus in the party other than this would be politically disastrous for us not to do. >> bill kristol, i want to read you this from politico and get your reaction. we can't down to the speech with james langford.g passive investing, a big change of heart. let's get a market check. : we have declines for the major averages. the second down day for the major averages in a row. week'sthis follows last first decline in nine weeks. there is a growing sense of risk . for a fifth day in a row. the biggest daily streak higher since april. there is a sense of the ,inancial markets we have seen a broad-based pullback. this is a great way to see quickly what is happening. this is the s&p 500. of them are low were. down on bottom. the second worst consumer staple down a tenths of 1%. let's dig into that. target am a walmart, all low were. they put up a beat and raise quarter. margins are getting squeezed as they tried to compete with walmart around pricing. this seems to be weighing the companies also. some of these consumer staple names really taking a hit. let's take a look at square and bitcoin. the payment company is going to allow some used to buy bitcoin. we have bitcoin up 9% stopping that selloff.

james langford talking about the trigger as something he wants to see as well.ow the issue here is whether or not they can find some type of alternative to pacify these senators over the course of the next couple hours. the reality is, there's a decent chance that they don't actually need senator bob corker or senator jeff flake's vote. they have 52 senators. they only need 50 and republican aids tell me they've been on a very good path to that number throughout the course of the day. but this is a problem that was not necessarily expected. it's certainly been republicans aids and the republican senators themselves throughout the day. and the big question now is, can they find a solution to this and if they can't, does that mean they lose senator corker, lose senator flake, and does that throw the end game on the vote influx altogether? right now no answers to than i'm told they're finding solutions to it. there's no question about it, this is not a problem they wanted, not necessarily a problem they expected, and right now, it's a problem they are desperately t

bob corker representing people like jeff flake, james langford, very concerned about deficit issues. doesn't want the $1.5 trillion package it to add to the deficit over the long term. so you're adding money to appease one senator and potentially lose another senator. this is the balancing act they have going on. to take you behind the scenes a lot of meetings, a lot of phone calls, administration officials on a full-court press here. i've been told a lot of administration officials working specifically on senator ron johnson and worked through the night last night to try to get there. here's the reality, they're not there yet. and so what we have is kind of a standoff right now. senator ron johnson making clear he still planning to vote no in committee. mitch mcconnell and other leaders saying they're planning to move forward. how this ends people don't really have an answer right now. and i think that's why you are going to be glued to your webcast of the senate budget committee markup at 2:30 today, kate. >> grabbing the popcorn, no question about it. glued. great to see you, phil

and let's not underestimate james langford. and you never know where ben sass may go.t? >> if you look, it depends on whether you believe they're serious about the deficit. when senator kennedy says, if i thought this bill would increase the deficit in any way whatsoever, i would not support it. well, one might say, so if you're so confident, then you shouldn't be troubled by this trigger mechanism at all. and you should also read all essentially the totality of economic analysis. which shows that he tax cuts do not pay for themselves. this tax cut isn't going to pay for itself. so no. >> very quickly. >> corker told you, i think last month, that he won't vote for this if it adds a penny to the deficit. it adds 140 trillion pennies. president trump i think gave this a bit of a boost. he came to the hill. he was a little like santa on christmas. you get your trigger provision if you're obamacare stability. now they have to find a way to make the numbers work. >> it is either duck tape or frankenstein. >> is duck tape a bad word? >> if you're using duct tape, you'll have

and end this one earlier so it looks good in the deficit number game or hits a target to the james langford vote over here. what it is taking them to win these various votes they are creating an even bigger mess in trying to explain it. and frankly i think they're caught here. the perception of this tax bill has totally got out of hand for them. the tax bill is getting a reputation for being more focussed on corporate than individual. that doesn't play well with the public. more focussed on the wealthy than middle class. and you may be alienating the upper middle class who look like they are paying for the tax cut for everybody else. then you are alienating some very important swing voters. i don't get it. this bill is not going to play well with the public once it is law. i understand why they feel as if it is worse for them for their political supporters if they get nothing done. >> there are some republicans who suggested that really this is about their donors that if they don't get this thing done they are not going to get financed for their re-election bids. if you are passing a bill f

and one senator we didn't mention at the top of the show was james langford of oklahoma who was also saying that he has problems with how much this is going to cost over the years. so when you try to pass a bill with one party, which is what the republicans are trying to do, it's hard to envision any democrats at this point voting for it. you are going to have these kind of tight margins and when republicans around united for various different reason, it makes it all the more complicated. open right, you have people who are concerned about the size of the deficit that will result after passing this bill. and then you have others who are more concerned about the fact that it will dismantle parts of obamacare, popular parts of obamacare, and various other concerns. so it's not uniting the republican party in the way that it would need to. and so the only thing you have unifying the party at this point is this -- i guess you just call it a desire, almost a myopia, to pass this because they need a legislative victory of some kind. >> except of course -- >> -- does not always beget good p

one of them is oklahoma's james langford. he joins us now from capitol hill.et me ask you about one of your chief concerns. every estimate i have seen shows that the senate tax care plan would add to the debt about half a trillion dollars in debt, even if you have modest economic growth. will you vote for a plan that adds to the debt? >> so what i have done is over the last couple of days is been able to work with leadership and with committees to say how can we create a back stop behind us. the eps mats we have -- again, we have lots of estimates out there, some saying above and some below the number need. i asked for a back stop to be in place to say in case the economic numbers are not reached there will be a way tree cover some of the revenue also. so i'm on board with this bill because i want to see the good economic growth that's coming with it but i want to make sure we are protecting future taxpayers as well in debt and deaf september. >> i hear what you say, that back stop that some people are calling a trigger, in other words if the economic growth d
