cared not agree with more i serve on the rules committee that is very contentious and my friend james mcgovernmassachusetts is the chairman of the full committee. we disagree vehemently we will almost although differently but if you watch the committee is one of the most civil committees in congress because the chairman sets the example and i support that he is right. we can disagree without throwing rocks or verbally denigrating but that attracts attention whether on the left or the right. i'm sorry for that i think it is helpful that most members honest honestly are quite respectful of the other members on the other side it doesn't come through as obviously as i wish it would. host: just with a few minutes left. >> good morning canada, russia louisiana and texas and why do we build the alaskan pipeline? that nobody talks about that you talk about the alaskan pipeline but to me it seems like wasted money because if you put 600,000 from russia and then canada we have or will refineries in texas and louisiana you are not helping people in this country. people in alaska get a check every month.

james for his public service. and i wouldn't remiss if i didn't recognize jeff who is leaving the majority staff after being on the rules committee for six years. i'm sure chairman mcgovernould agree that we would be lost without excellent work from our members, from our staff members. i know jeff was an absolutely critical part of the team. so i'd like to also extend my best wishes to jeff in your future endeavors as well. with that, mr. speaker, let's talk about the rule before us. the rule before us today makes in order h.r. 3967, the honoring our pact act. as an iraq war veteran, i believe supporting toxic exposed veterans should be of the highest priority. approximately 3.5 million veterans who served our nation after the terrorist attacks of 9/11 were exposed to open-air burn pits and other toxins. many of these troops now suffer from serious health issues, including rare and aggressive cancers, respiratory conditions, and other illnesses. yet, they face significant barriers to obtaining help from the v.a. these men and women put their lives on the line to defend our freedoms. we must provide them with the care and benefits they've earned. that's why i'm disappoint
