joining us now, democratic congressman, jamie raskin of maryland.e, and the house oversight committee and teaches law at the american university law school here in washington. congressman, first of all, what's your reaction to today's vote? >> it was svery solemn, wolf. you feel the weight of the present, but the weight of the present, the past, and the founders and everybody who's fought for our democracy and votinging rights feel the weight of the future, future generations, kids, and grandchildren. to me, what it came down to is really this idea embodied in the first article of impeachment of abuse of power. that was one of the articles that was brought against richard nixon. nixon organized the break-in of one campaign headquarters to get dirt on his political opponent. donald trump has organized a break-in of our entire democracy, in order to plant dirt on a political opponent. and he used a foreign power to do it. so that escalates the stakes immensely. and then, of course, the president scrambled to cover up this original misconduct by blocka

"the times" report says they tried to cover their tracks and tried to displace their own responsibility onto the department of defense and other actors. but ultimately the report demonstrates that one person and one person only was at the heart of the entire scheme against zelensky and that was donald trump. he hatched it. he conceived of it. he executed it, and he swept up all of these different government powers in the process. and so they withheld the money. that's a violation of the constitution itself because under article 1 it's congress that decides where money should go and we appropriated that money. it cleared the department of defense an
