our chief political correspondent jan crawford is there tonight. jan. >> reporter: well, scott, the cheers had barely subsided after that big win in new hampshire and romney was heading here to south carolina for what will be his biggest test yet. now, he arrives here with a strong organization already on the ground. he's got $19 million of cash on hand to spend here, and he's picked up some key endorsements people like governor nicki haley, speaking right now at this rally on his behalf. he has some challenges ahead. there are roadblocks in his path he has to get around and he knows it. here's what he said on the plane on the way down from new hampshire. >> and with regards to the south carolina, last time i came in fourth. so, you know, our-- our team recognizes this is going to be a challenge. >> reporter: now, of course south carolina is a much more socially conservative state than 93. , and, scott, those voters have not embraced romney. they think he's too much of a moderate, that he's not a true conservative. and then there are his rivals. th

jeff, he is still the front-runner. >> jan crawford on the campaign trail, jan, thank you. also on the campaign trail is our political director john dickerson, john joins us from new hampshire as well. john, so from your perspective any serious damage to mitt romney in this double header? >> well there were were some tough attacks in that second debate. byous ba loany is the kind of frank language we don't normally get there a campaign debate and the charge is the one that has always haunted romney, that he is pretending to be something that he is not. the largest version of that is that he is pretending to be a true conservative. but romney has been able to weather that charge before. he still seems positioned to do well here in new hampshire. and he has the money and organization to go forward. so he may have taken some nicks but a win here in new hampshire will do a lot to overcome any new damage. >> so he takes these nicks and all the other candidates seem to perform reasonably well in these debates which also then even helps romney, correct? >> that's right. all of the

the president and arizona governor jan brewer. we see brewer pointing her finger at him. >> it's hard to see because they're behind the limo. people who were there say this was awkward. it all kind of got triggered by things that jan brewer said in his book "scorpions for breakfast." she talked about an encounter she had with the president in the oval office in 2010, said he was pat tronnizing and it wasn't a good visit. the white house doesn't recall it being quite like that. here's what brewer wrote about it, we sat down and started with chitchat. after a few minutes, the president's tone got si serious and condescending. he started to lecture me about everything he was doing to promote comprehensive immigration reform which was code for encouraging more illegal immigration. >> the brewer called the president thin skinned. >> i had a handwritten note for him. i told him what was in there. he changed the subject to my book "scorpions for breakfast" and was a little bit disenchanted, if you will, about how he was portrayed in the

stop in arizona, there was a tense exchange between the president and that state's republican governor jan brewer. nbc's tracy potts joins us from washington with those details. >> reporter: lynn, good morning. it was tense depending how you look at it. when the president landed on air force once was greeted by jan brewer which is customary but on the tarmac there appeared to be a fairly heated exchange between the two. at one point, she was pointing her finger at the president. it appeared to be over, we found out later, her book, "scorpions for breakfast." in that book, she describes a one-on-one meeting with president obama over illegal immigration as she described the president a patronizing in that meeting. earlier, she had given the media more positive reports. now, the governor says that she hand him a handwritten letter inviting him to come talk about that. the white house said the president said he was disturbed by the way she characterized the last meeting, but that he would be willing and, in fact, they said he would be glad to meet with her again. >> interesting. tracy potts fo

jan crawford is covering the romney campaign in south carolina tonight. jan? >> reporter: well, scott, romney was talking about that tax rate that high-powered and rich people like investor warren buffett pays. he was actually criticizing proposals to cut it even further when a reporter asked what rate he paid. >> it's probably closer to the 15% rate than anything because my last ten years i've... my income comes overwhelmingly from investments made in the past rather than ordinary income or rather than earned annual income. >> reporter: that means romney, like buffett, pays a rate about half the highest income tax rate and closer to the 14% paid by middle-class families-- those earning between $34,000 and $50,000. romney pays that lower rate because most of his income is from profits on his investments which, under federal law, are taxed at 15%. after romney talked about his other sources of income, democrats pounced. >> i got a little bit of income from my book but i gave that all away. and then i get speaker's fees from time to time, but not very much. jan? >> reporter: well, scott, the returns confirm what everybody knows-- mitt romney is rich and federal taxes are complicated. >> i pay all the taxes that are legally required and not a dollar more. >> reporter: romney's returns for 2010 and estimates for 2011 total more than 500 pages. they show he made $42.5 million over that time. almost all of it from investments. he paid $6.2 million in federal taxes with an effective tax rate averaging 14.6%. because of their complexity, we asked new york tax attorney alan dlugash to examine them. he found no surprises. >> it absolutely looks like everything he's done is absolutely standard. while his reporting is above and beyond the call of duty. >> reporter: democrats have criticized romney's relatively low tax rate, but he pays that rate because his income is mostly profits and dividends which are taxed at 15%. lanhee chen, romney's policy director, says that's because much of that income is also subject to corporate taxes. >> what you've got t
