i was surprised, we had jane harmon on yesterday, now running the wilson center in washington and alsoaq war. but both yesterday were critical of barack obama and said he's got to do more. the question is what exactly -- >> what more? >> exactly what do we do? on sanctions dr. brzezinski suggested we send a very public message to the ukrainian government, that if they have any requests for weaponry, defensive weaponry, let us know. there is a growing sense, certainly among many, that the president needs to do more than sit back. >> i think everyone understands that but why isn't everybody calling angela merkel saying you've got to do more as well? why is it always on us to do it when in fact the european union is right there and they ought to be doing equally as much or as much as they can and obviously not. >> katty obviously hesitancy among the e.u. members. why is that? >> europe has an average of 12% at the moment. a lot of countries in europe are still in recession. they're nervous there will be retaliation in terms of gas prices and other business deals and you'll see the fragile

whether they're russian speaking or not -- >> i saw jane harmon the other day and i admire and agreet you do about it? you're not going to put boots on the ground. we can arm the ukrainians, giving putin an excuse to come across the border. i don't think we can do energy sanctions, can you do financial sanctions against russia but we have a limited tool box. >> so we can arm the ukrainian rebels but we can't arm the serbiserb reb -- serbian rebels? >> there are two things driving putin. is it money or renationalization. we look at the control they're trying to take. that's where all the spider veins are for the natural gas. the more it gets seduced by the west, it gets further away from moscow. i think angela merkel holds a lot of the cards with her sway and her ability to help and the g-7 seems to be almost perpetually weakened by the fact they will not do anything constructively. >> that's why i highlighted europe's dependence on russia's energy. they have a lot of stake there and london has a lot of stake with the russian money that funnels through london. we're going to have to s

jane harmon also critical.m sure in britain overseas also you're hearing a rising chorus of critiques about this president's foreign policy that he just doesn't seem to have follow-through. >> you're hearing it from the foreign policy establishment but you have to counter that with the vast majority of the american public that doesn't want this president to be spending time abroad or engaged abroad or using american military assets abroad. after more than ten years of war, americans are very ready to come back home and this president realizes that. what he's trying to focus on is getting jobs and growth back here in america. he keeps getting drawn off course and maybe as president and commander in chief rather than letting himself get drawn off course by what happens in ukraine, but what happens in syria, by events in asia, he should be shaping some of those event, that would mean america being more pro active, by what your dad suggested last week, mika, perhaps giving some kind of arms to the ukrainian governm

brzezinski saying the president has to have a tougher response, janl ha jane harmon saying the same thing let ukrainian down, the ukrainians will never forgive us. a lot of harsh criticism directed at president obama. is that fair? >> a lot of it is. what's missing is the degree of urgency and intensity. where is pushing exports of oil and gas helping americans visit their own shale industry. that part seems to not be in play. why not push ahead with more sanctions? why sanction just the 17th largest financial institution. why not 1 through 16. >> so why would we target number 16 instead of number one through three or one through five? what's going on? >> the idea was to keep this measured. >> i mean, the guy is moving eastward toward kiev. how mesh-yard does barack obama want to be? >> i think what the russians are doing is what i would call intervention without invasion. what we're trying to do is keep some of our powder dry. the think the administration is potentially getting it wrong or seems to be getting it wrong, not using enough soon enough, simply being too cautious. we have to p
