. >> i am a constituent of jane came -- jane kim. i have had aids for 25 years, and i have also had hepatitis c. i am here to speak in support continued funding supportshanti -- funding for shanti. it is an intense 16-week program for hiv-positive persons that teaches the factors that relate to good health, mind, body, and spirit. having completed the course and getting in valuable information on living a long, healthy life, i returned twice as a volunteer /pierre facilitator for the session. i have personally witnessed major growth in individuals who before have had little knowledge about improving and maintaining their help. to have this course not available for hiv patients that need it would be a great loss and potential cost to the city in increased medical costs. there are precious few resources for persons co- infected with hiv and hepatitis c. the best and one of the only resources is the lack program goes a support group. i have been a member of this group for years, and i have received and given support to other persons. tha

jane, i want to talk about the personal fallout. weiner is not the first politician to get caught up from behaving badly from chris lee, eliot spitzer, arnold schwarzenegger and the list goes on. is there a connection here between sex and politics? >> perhaps. i it hits more about control and excitement and -- i think it's more about control and excitement and fragmentation. there's certain personalities that are drawn to power, yet over time their personality fragments in some ways. i've never met representative weiner, so i can't really speak for him, but my hunch is his profile, the reason they can seem so sincere and have this very deviant side is the pieces of them that aren't quite integrated. >> is there a sense that maybe because they are in these positions you think in general that they can get away with things like this and a sense of entitlement? >> oh, definitely. and there's a sort of shut-off mechanism where they may have some fears about it but the drive and the sort of instantness is so powerful and for reason it get

jane, final thoughts? one final thought: i think it's really helpful when communities have people like jordan and wendy, our doctor, involved in these kinds of efforts. it's so essential to have young people become good community problem solvers and its really, really important to have our professionals in the community working on these problems, not only from a programmatic aspect but from a systems change and policy aspect because we all know there's good programs out there, but it's really necessary to take them to scale and institutionalize them. very good. and if communities want to get engaged and involved, there's no better opportunity than to do so during national recovery month . recovery month is celebrated every september. there are materials online that you can use, and it's really looked at and prepared all year round, so you can get engaged in recovery month all year round. we hope that you do so, and we hope that you continue to spread the word that prevention works, treatment is effective, and recovery is possi

and i wish that was something that was implemented in my community. jane, what is a prevention-prepared community? that is a really good question, ivette, and it is a term i think we are going to be hearing a lot more. the notion of a prevention-prepared community is all of the systems in the community, be they the health care sector, the business sector, families, schools, neighborhoods, law enforcement, they are all prepared to create a prevention system for the community that really does increase the likelihood that everybody will be making an important contribution together and rates of these problems will actually decrease over time. dr. greene, you mentioned screening and brief interventions. many people in the audience may not know what this program is all about. do you want to tell us a little more? i will be happy to, yvette. one of the things that howard university and howard university hospital has identified was that we have a large population of at-risk drinkers, substance abuse patients, and that we wanted to find a way to try to really help
