supervisor jane kim: we are also waiting for folks. which supervisor jane kim: no. we are ready. my apology. they were both hidden. it's actually with a lot of sadness that we are doing this special commendation today. it's in fact a memoriam. at the last board meeting of the year. so it's for one of our beloved residents, a family -- familiar face. he was always dressed in his sunday best with his signature fad era hat. sometimes he would come and sit in our chambers for hours and waiting for our meetings to begin and sometimes just waiting for someone to listen what was on his mind lionel passed a from a stroke. lionel was someone who left a significant impression from those who he came in contact with. for that reason, over 70 people including supervisor john avalos were at his memorial this past friday. lionel was visiting his family in florida when he first contracted. he left the hospital and he thought his life might be ending and he didn't want to pass away in the state of florida. he wanted to come back home to san francisco to be surrounded by a community that he loved

i'll recognize supervisor jane kim >> thank you for calling this hearing. it continues to be a hot topic of something our office hears a lot if from our district residents the brightness of our lights around public safety but to help pedestrians feel safe walking through the neighborhood. when we had portions of the mission neighborhood as well as its a large issue. what's been frustrating once we respond to those calls it is often taking long periods of time often months to get an answer from public works and pg&e who has ownership over the lighted and getting the lights to go brighter. i realize there are probably a simple issue like budget issues but it's helpful for folks to have a clear pathway to understand who has ownership over our lights and how we can do a better job and who we're lobbying to get better lights throughout the neighborhood. it's an issue we have blocks dark in the south of market and mission as well. we're working to get lights in the tenderloin with the puc we have the least amount of lights there and most homeowners don't own cars

i would like to thank mayor ed lee and supervisor jane kim. it's incredible to be standing here with them. thank you. we appreciate the commitment the city has shown forecast and for the arts community. i have lived in the tenderloin for 10 years and this is a warm spot in my neighborhood. this used to be a cool neighborhood in san francisco and it's great to be back on track. as the mayor said, this is the greatest place for economic development for the community and it's also important educational resource and help us transcend barriers across these communities. these dynamics are as the mayor and supervisor said are seriously impacting the art and we need a permanent solution to address the displacement of our organization. we collaborate with local government agencies, businesses, and civic leaders and artist to purchase and lease space for artist in the organization and to develop and expand their facilities and purchase their own facilities. we are developing this with the can an foundation and we fund arts in san francisco. and it's wit

the zoning controls in the boundary of second and south van ness streets >> supervisor jane kim is the author of item 5. >> thank you there's a theme in the land use committee there's an incredibly 0 steep incline in evictions in our city. many of my colleagues are working jointly or solely on different legislation to figure out how we can stop the bleeding in many cases. in district 6 the will district i represent in the mid-market neighborhoods our office started fielding any phone calls from residents living in zoned commercial building that have been legally conferred to the arrange outdoors and so they couldn't convert them to commercial use. now that the economy is heating i those property owners are beginning to evict artists and who were famously featured on market. our office had been working very closely with the mayor's office in particular jeff buckley. director tom from department of believe inspection and director of planning john ram 40 who discussed the issues. just in two buildings alone on market street we could see the potential evocation of one hundred residents man

of course, the ownership question as supervisor jane kim mentioned is frustrating to our resident. we have a 311 system in the city that residents you call into or go to their computers and enter the information that's how we receive information from resident about outages and other problems. the 311 system relies the information to my staff and we dispatch crews daily to address outages. the same system communicates with pg&e and pg&e has voluntarily participated in that approach. we've recently added to the reporting methods a new application that puc folks developed that allows residents to use new app call street light sf so when you're walking down the street and your noticing a problem you can open up the app and it will automatic low position you and allow you to allow the positioning just by drag and drop of the pen and you can acting report to the 311 system and puc. we have, you know, 311 serving as our hub, if you will, of all those outage reports to rely on their data collection. quite frankly, i like them being as a third party collaborator of the information to be sur
