jane watrel has our report. >> reporter: it was an all-american scene. as firefighters from the city of fairfax greeted the patriotic crowds gathered at the annual fourth of july parade. >> it was pretty much waving at people and saying hi to the little kids and people telling us to hit our air horns. >> reporter: all of a sudden, the festivities took a dramatic turn as an nbc4 viewer captured what happened next. >> a woman had kind of run after me and actually grabbed me on the back of the shoulder and startled me and said that her -- her dad had actually had a heart attack. >> reporter: eight firefighters and paramedics sprung into action. before hundreds of parade watchers. they gave an on the spot demonstration in life saving. stabilizing the patient and loading him into an ambulance. >> we did it in front of a crowd and at the end of it, we got a standing ovation. i don't think we've ever run a call where people actually applauded what we did. some people, unless they watch rescue 911 or see it, they don't know what we do. >> reporter: in a matter o

jane watrel has the story. >> reporter: the deadly fire started in the kitchen. with smoke and heat quickly spreading throughout the apartment. two brothers, trapped inside. >> so much smoke, and i saw them bring the little boy out and lay him on the ground and try to revive him. and i saw him coughing. and they rushed him off with the other little boy. >> reporter: firefighters discovered the 5-year-old and 7-year-old boys in a back bedroom. clinging to life. >> they were determined to have no pulse and not breathing. paramedics on the scene initiated cpr and transported to a nearby hospital. reporter: the 5-year-old died a shoert time later. and his older brother is still in critical condition. neighbors say the boy's father wasn't home as they noticed smoke and banged on the door. >> i was trying to see if i could knock the door and i pushed, but i couldn't. because my thinking is, it was somebody was over there. and it was two little kids. >> reporter: others tried in vain to get into the home through the windows. >> my friend lisa grabbed a baseball bat and

jane watrel is there live now with the latest. jane? >> this is a devastating scene. there's a lot of children that are in this apartment complex. we are in the oak ridge apartment complex which is an older complex. we have chopper 4 up above. we also have a ground shot here. and apparently the prince george's county firefighter came very quickly. they got a call at 5:12. and they were here within four minutes. when they got here, though, they found two young boys and then -- an apartment that apparently had flames but joining us now to give us details is mark brady, spokesman with the prince george's county fire department. mark, tell me what happened when the firefighters got here. they got here within four minutes. >> they did. they all arrived about the same time, within four minutes. they knew had had to work from the amount of smoke coming from the apartment and 911 callers told there were two young men still inside the apartment. they did a valiant job of going inside and knocking down the fire and locateding the two children inside a back room and brought them

jane watrel has our story. >> reporter: eric considers himself a safe driver.o imagine the maryland man's surprise when he was stopped along route 50 tuesday evening for going too slow. >> coming back on route 50, the speed limit is 55. and i was pulled over by a maryland state trooper and when i asked him why i was pulled over, he said that i was going too slow. he issued me an $80 ticket for going 58 in a 65. >> reporter: erik said he tried to reason with the straight trooper as passing cars whizzed by. >> to me, you are punishing a safe driver that, you know, there were many cars speed big me. i guess it was easier for him to pull me over than some of the cars speeding. >> reporter: aed maryland state spokesman says they are looking into the matter and plan to have a response to the ticket within 24 hours. erik says the traffic stop was more puzzling because it came just yards before the 65-mile-an-hour speed limit sign. erik believes he was pulled over in the 5-mile-an-hour zone. in the meantime, the crossing man says he plans to fight his ticket in court.

>> jane watrel.s, jane. >>> state legislators will be heading back to richmond next month for a special session. governor kaine called for the session so the state can respond to a supreme court ruling that could jeopardize criminal prosecutions. the high court ruled last month that prosecutors must make scientists to prepare lab reports available for cross-examination by defense lawyers. under the current law the burden is on the defense to challenge the lab reports. the high court ruling shifts the burden to the prosecution. state legislators have to fix the state law. >> this is an important thing to fix and now we spent time with the commonwealth's attorneys, attorney general's office, and we have a sense of what the fix can be. and this was a day when we already knewe were going to have a fairly 450i attendance of legislators in richmond. i think it is the appropriate time to take it up and i think we should be able to handle it in one day. >> tteeppeher: sci sonesalsi will take place on august

jane watrel has our report. >> reporter: it is a temptation while behind the wheel of a car.xting while driving is fast becoming a hazard on area roads. and motorists are alarmed. >> almost sideswiped by people by people texting or talking on the cell phone. >> i'm mazed at how many people i look going down the road texting and i get nervous being around them. >> reporter: with good reason. sending text messages on cell phones while driving greatly increases a chance of crashes because these activities take drivers' eyes off the road. according to a new study by the virginia tech transportation institute. the virginia tech study used cameras to follow a variety of motorists some 6 million miles. it found, among other things, heavy truck operators who texted while driving were 23 times more likely to get in a crash. this texas bus driver was texting away. right before the crash. no one was hurt. unlike the california train disaster in which the driver had been texting. 25 people died. 14 states in the district of columbia banned teching while driving. in virginia, it is a misd

the jane watrel has that report tonight. >> reporter: the average d.c.tro driver spends 62 hours a year stuck on area roads. that's the depressing finding from a national traffic study. and there is more. >> we have a second worst gridlock in the nation and it's going to be exacerbate medical the future because of budget cuts and because of fewer transportation dollars. >> reporter: the report by the texas transportation institute says only los angeles is ahead of our area in gridlock. with each metro d.c. driver now wasting 42 gallons of fuel annually. >> i think it is awful. i think more attempts should be made for telecommuting and alternatives for working hours and such. and i think that would help a lot. >> i think focus more on public transportation. >> reporter: as far as overawl congestion, most of the country saw a slight reduction but not here in washington where drivers are only seeing more delays. >> ultimately a job killer. lifestyle killer. think about the amount of time we are stuck in traffic and where we could be on occasion and at home

in riverdale, jane watrel, news for today. >>> a montgomercounty high school student who died after collapsing during football practice will be laid to rest today. edwin miller was 16 years old. earlier this month he passed out during conditioning drills at northwest high school. he died a few days later. it's not clear why he died. autopsy results are pending. his family said that he showed signs of dehydration. miller's funeral will be held at 9:00 this morning at the covenant united methodist church in montgomery village. >>> legendary news anchor walter cronkite has died. he passed away yesterday at the age of 92. as a long-time anchor of the cbs evening news, he broke so many big stories to so many americans. nbc takes a look back at his remarkable life on and off the camera. >> reporter: when walter cronkite veered from his usual straight reporting on the cbs evening news for this 1968 editorial against the vietnam war, president johnson was watching in the white house, and he is said to have exclaimed, "that's it. if i've lost cronkite, i've lost middle america." it was instances like t
