i'm janelle wang. it's january 15th. we want to let you know that southbound 880 between 66 and hegenberger road is back open after a fatal crash. the chp shut down all lanes near the oakland coliseum after what was initially a non-injury five-car collision. the fatality occurred when one victim stepped out of the vehicle after the crash. >> we believe the party exited his vehicle. for what reason we don't know. it's still under investigation. we believe it was a non-injury collision. the party that was fatally injured exited the vehicle and was struck by another vehicle and we haven't identified the vehicle at this time. >> the crash remains under investigation. >>> san francisco police are investigating a fatal shooting at the top of twin peaks in san francisco this morning. a fire dispatcher got a call requesting medical assistance. emergency medical personnel rushed to the scene. the victim appears to be a young man. a witness who didn't want to be identified said the suspects fled in a white minivan. >> just the fac

. >>> i'm janelle wang. thanks for joining us. the pipeline that caused the san bruno disaster failed today's standards it would have been a problem in the 50s when it was installed. n.t.s.b. reveals that welds had severe defects. lilian kim has more. >> the national transportation safety board says the pipeline that exploded in the san bruno neighborhood had dozens of defective welds. the seams showed lack penetration slide inclusion and under cutting. a professor is an expert in metallurgy at stanford. >> there is evidence that cracks emanated from these defects kroo grew with time eventually to critical size. clearly if you had inspection procedures in place, those might have been caught. >> reporter: but no such inspections took place because up until recently pg&e thought the pipe was seamless. jackie speier wrote the loss of life could have been prevented if pg&e at identified the risks under ground. the utility will have to ask for 8 deadz and 38 destroyed homes. >> who was watching over what they were doing? >> a san bruno
