governor brown phoned the uc president janet napolitano last night to tell her about his decision. this morning napolitano said she was disappointed. governor jerry brown rejected the university of california's request for an additional $220 million. instead, he gave uc a $120 million increase. >> we have been increasing it by the way. the $120 million is not chump change. it's real money and some parts of the budget didn't get any increase. >> reporter: the extra money comes from prop 30, approved by voters two years ago. it raises taxes to fund education. but uc president janet napolitano argued it wouldn't be enough to maintain the academic quality of the uc system. already the state is paying far less per student than it did in the '90s. >> there is incredible demand for uc education which really is a testament to the value of the university, and we -- i say we, meaning the university and california, needs a more educated work force. >> reporter: in november the board of regents approved raising tuition by as much as 5% each year for the next five years if the state rejected th

the uc student association has passed the vote of no confidence in uc regents and uc janet napolitano overplanned tuition hikes. it says it will withhold confidence until the 5% per year increase is repealed. >>> it could be weeks before students at san francisco city college are allowed back on the college's civic center campus. most of the students at that campus are learning english as a second language. they were not told anything until yesterday when they returned to classes after their winter break. school officials say the building on eddie street is shut down because it would be unsafe in an earthquake. >> we didn't want to present this issue to the students and to the faculty without having a concrete solution. so we couldn't tell them there was a safety issue and not tell them what we were gonna do about it. >> city college said the building need $13 million in repairs. it's not clear how long it will be shut down. so the school says classes will begin in about three weeks at the city college campus on goff street, which is about a two 20- minute walk away. >>> san francisco

you had students, you had governor brown as well as uc president janet napolitano talking about that 5% increase in tuition. well, today's meeting is also equally important because it would basically form a committee between the governor and napolitano to force them to hash out any differences they have in funding the uc system. this meeting is scheduled to take place after noon today. what it will be is a two-person committee with governor brown and napolitano again in it. back in november, you will recall both sides seemed to be talking back and forth. the governor voting no, the regents voting for it. governor browent wanted to form a committee to see if something other than a committee increase can be done to sustain the system. this committee is essentially that. some say it's a waste of time. some see it as a hope to repeal the tuition increase. >> i certainly support the governor in his desire to see more transparency with the regents. i think only good things can happen from this. i think it's a very, very positive thing. it will set the tone the next few months to make a det

janet napolitano backed the plan. the minimum academic standards the policy established for players was too low. the regents will study alternatives and revisit the issue later on. >>> teachers will be paid extra money if the number of students in their classroom exceeds the mandatory class size. what does that mean for students? >> under the new proposal one school starts next august, the district will have ten days to make sure that all the elementary school classes have the right number of students. high schools will have 15 days. if they are over, some teachers will go home with a bigger paycheck. >> a kinneder garton teacher in oakland can only have a maximum of 27 students. once in a while the school is forced to add a student or two, which goes against the mandatory class size requirement. at the request of the union the district has agreed to pay teachers more when this happens. >> it would be on a per pupil basis for every student over the cap that we would agree upon. there would be a certain dollar amount t
