good morning, janine. >> reporter: good morning, dave. these accidents are happening at crossings like the one here behind me where cars can pass through. a mile away from here at the broadway crossing trains crashed into two other cars that stopped on the tracks. caltrain wants drivers to pay attention to these signs and gates so they don't wind up in the same situation. so far there has been seven caltrain accidents between trains and vehicles this year. but six of those have happened in the past couple of months. the latest occurred on wednesday when a train struck a vehicle at the bays water crossing near california. the driver escaped the car just before the crash and was uninjured. one of the earlier incidents was deadly. a woman was killed in menlo park when she got stuck on the track so she was following traffic and couldn't get out of her car in time. police are doing special enforcement along the peninsula. warning drivers about the difficult intersections where accidents have happened. >> i think this society is showing. everyo

ktvu fox 2 janine de la vega is live there now. you have been there all morning. tell us about the area that is effected here. >> reporter: we are right on santa theresa boulevard. now that it's light outside, you can kind of get a feel feel for what it looks like. you can see the blackened ridge there in the distance. firefighters are expected to come out here once all the fog lifts so they can take a look at what burned. here's video we took earlier where you can see the two lines of fire burning on the southern ridge. it started just after 3:00 this morning. san jose fire and cal fire worked quickly to contain the flame. when they arrived two acres of grass had already burned. they called in a lot of resources. 65 firefighters and a bulldozer. fire officials were able to get it under control. it never reached any homes though. >> so we reminded our crews to be cognizant. to look for any live wires on the ground. at this point it doesn't appear to be any involvement of the high tension lines but the origin of cause will take daylight to figure out. >> reporter:

janine de la vega you are in san jose right now.y area cities, officials don't have much power to do about it. but that could change. >> it very well could. we are here at the campus of san jose sit university because the city surrounding the university is a hot spot for dumping. and the university especially at the end of the semester is when students are moving out. the city council will be voting on whether to penalize people for illegal dumping. $1,000 for the first violation. $1500 for the second and $3,000 for the third. over the last three years it had risen 75% in san jose. incidents of dumping on public property went up 50%. problem areas identified were downtown and in east and west san jose. especially around multiunit homes and apartments. we spoke to a student who said his friends considered dumping unwanted items on the street or a public lot. >> it's really tempting but it's obviously not the best thing for the city and the community. >> would you be afraid of getting fined if you get caught? >> yeah. especially as a

janine, good morning. >> reporter: good morning, brian. new three mile stretch is here from oakland all the way to san leandro. it was slated to open at 5:00 but pending road work was scheduled so drivers will have to wait a bit. we drove along the southbound 880 earlier this morning and saw the new hov lanes. it runs from hegenberger to marina boulevard. caltrans engineers say it could save as much as five minutes from your drive time. and with 880 being congested shaving off any time is helpful. so the new lane is an extension of the hov lane that already exists in san leandro and runs to the 237 interchange in milpitas. we put in calls to caltrans to see if the new lane will be open for the afternoon commute. we are still waiting to hear back. caltrans says it should open by tuesday at the latest. as i mentioned it was pending some sort of scheduled pending road work that is delaying this. >> all right we'll have to wait to see when it does reopen. >>> a private school on the peninsula is taking controversial measures to protect its stu

janine. >> reporter: yes. we are here at mission hills middle school and just a little while ago this session on an active shooter training just started. and inside teachers are watching a news report about the umpqua shooting and they will talk about it and also ask teachers how they feel. let's go to video of past active shooter drills from around the bay area. about 90 educators are attending this morning and one of the things that will be shared with them is a new fbi report out showing active shooter incidents are on the increase and many are preventable. the speakers are retired law enforcement officers who work for a company that a vendor for the department of homeland security. they will be training teachers and staff for certain behaviors and when to report someone. >> if we find out there is a student that is acting differently than we have acted before and paying close attention to their behaviors. we report those behaviors. we have a mechanism to contact law enforcement. and we go out to the house

ktvu's janine de la vega joining us live in san jose. this project was behind schedule. >> we are hear here in an area known as little portugal. there are a lot of mom and pop businesses here. there are also a lot of orange pilons all because of a construction project. customers aren't coming here as much now. the project is aimed at providing bus service from downtown sap center to east san jose. stopped work being top-grade construction companies because it hit a gas line back in july. right now, going out to bid for another contractor, so no one is working on the project. that is causing a big traffic mess affecting more than 200 businesses up and down the avenue. >>> and i am very frustrated. and pretty much, i am really pissed off. not really addressing the issue. >> we have apologized to this community. we are very sincere when it comes to understanding what the disruptions have been for them. >> san jose majorities -- mayor says the city is looking at a 50 now cash compensation program and marketing tools such as holiday lights al

janine is there in union city. are the making any progress? >> reporter: -- are they making any progress? >> reporter: they are still waiting for an at -- an excavator to get here to the scene. it is here on alvarado boulevard and new haven. they have brought in a lot of heavy equipment and there is no more water inside the hole. it was wet last night which caused more erosion. we are being told the whole grew deeper than yesterday. it could be as deep as 10 to 12 feet. crews worked overnight to text -- to fix the whole that developed yesterday around noon. this started out dry but at 7 o'clock last night the weight of the road started putting more pressure on the water lines and that is what caused a leak. this morning the whole is roughly 40 x 20' wide. an excavator is going to be brought in to dig out the asphalt and make repairs. >> we have excavating and we will assess the pipes and repair the pipes and then after that we will flush the pipes and be back in service and then back oh the trench. >> reporter: there is a sewer line here but t

the fire started about 5:00 this morning and ktvu fox 2 janine de la vega got there right after the fire crews did and she tells us the cause of the fire is still being investigated. >> reporter: smoke is rising from the roof of this strip mall. you can see firefighters are here. there is also an investigator on scene. one of the things they will be looking into is a small fire that happened here behind the building last week. it caused minor damage. it may have been intentionally set. they are look into that. but take a look at the damage caused today. it's mainly is a barbershop where it's completely blackened. neighbors say they heard explosions and windows shattering just before 5:00 this morning. they looked outside and saw flames shooting from the strip mall near evelyn and fair oaks avenue. firefighters arrived and started hosing the building down but the flames spread throughout the attic area. the barbershop is a total loss. police tell us they will look at the past fire here to see if there is any connection but at this point they don't think the two are related. >> based on st

janine de la vega. you're here from san jose. what is the latest on this? >>reporter: police had set up a perimeter in the jail and those surrounding neighbored others. they called that active search off last night because they couldn't find him. police are still very much interested in finding that suspect who still may be in hand cuffs. here is what he looks like. the 30-year-old had been arrested for two felonies. residential burglary and assault with a deadly weapon. police say he bailed out. two bail bondsman tracked him down yesterday afternoon. they brought him to the main jail. but when they got to the lobby area, he bolted. >>> he got away from him, ran from him, and they immediately flagged down officers. we have had a few reports of his location and that is why we have searching in those neighborhoods. somehow he managed to evade them. he is street names, 5' 11 with a thin build and has a tattoo on the left side of his neck. if you know of his aren't or have seen him, you're asked to call 9 # 1. janine de la vega in san jose. >>> a former nanny i

janine de la vega is joining us with the latest. >> reporter: an investigative team is out here right now. they are take measurement -- they are taking measurements and gathering evidence the suspect vehicle may have left behind. the coroner just arrived here. there is a broken light laying in the middle of the street near the body. police suspect the vehicle does have front edge damage. a man walking on white road near east hills was hit by a pickup truck. the man was thrown 50 feet in the air and paramedics tried to save him. the suspects vehicle jumped the curb and sped away. police have closed the north and southbound lanes of white road from east hill to allen rock avenue so they can investigate. >> we are currently looking for the suspect vehicle. it's a raised white chevy pickup, tinted window, loud exhaust. anybody who has information regarding this accident please contact the police department immediately. >> reporter: and since we did that interview, police have updated us and they told us there is evidence at the scene that indicates that that pickup truck is a ford. not a

janine joins us from union city . have crews made any progress?>> reporter: yes they have made progress. the water district was able to stop that leak that was coming from a water line. take a look at this sinkhole, it is dry now with the water that was filling inside of your last night cause more erosion. we have been told the whole grew a bit deeper and could be as deep as 12 feet. crews have been working overnight to try to fix this sinkhole that developed yesterday at around noon at the intersection of alvarado boulevard and new haven. the road gateway by the afternoon, creating an even bigger hole. it was dry but at 7 o'clock last night weight of the road the weight of the water lines and that cost a leak. the whole has grown to about 40 x 20' in size. an excavator is being brought in this morning to dig out a portion of the whole so repairs can be made. >> we will do a bit more escalating and assess what more damage we have and perhaps put in a new pipe and weld the steel. it will be a while. we will be out here most of the day. >> reporter:

janine? >>reporter: yes, pam, detectives say this suspect would use several names, and then he would go on social media to meet the women. once he met them in person, police say he would slip something in their drinks. police arrested 20-year-old min jin in champagne, illinois where he was attending college. police learned that between may and august of this year, he would contact women over social media using tinder, scout, and facebook. hi used several fake names. once his date was unconscious, he would then sexual assault them. so far, freemont police have identified four victims but they say there is evidence there are more victims in the bay area. it is possible that those victims may not remember everything that happened. detectives would like to talk to anyone who may have come into contact withing him. right now, he is awaiting extradition back to alameda county. pam? >> all right, thank you, janine. we'll check back in with you in a little bit. >>> 5:04 is the time. oakland police ar

janine de lavega. are wrapping things up with which area has been act first degree -- affected by this. >>reporter: we're on santa teresa boulevard north of bailey road. behind me is the southern end of santa teresa county park. it looks like that might be smoke in the air, but we have been told no, it's just fog rolling in. look at all that tall grass there. that is what is burning this morning. and the two lines of fire burning on a ridge from this video that we took earlier. it started just after 3:00. san jose fire and cal fire worked quickly to contain the flames p. 65 firefighters and a bulldozer. fire officials were able to get it under control, but it still ended up burning an estimated 5 to 6 acres. it never roached any homes. the closest are a half mile to a mile away. the captain told us they were concern concerned aen the dry conditions. >> the grass is about four to five feet high and you very dry. this the end of october. this is the driest part of the year. the fire moves extremely quick
