janine de la vega talked with people who acted as lookouts to protect their home. janine. >> reporter: pam, that is right. we are here right now in the neighborhood that has been targeted by a serial arsonist. this is the sketch that police and fire released over night. so far to our knowledge there hasn't been a fire set this morning. but there are people who are watching out for the suspect. now a neighborhood watch has been set up in this downtown area that has experienced 13 fires in the past five days. 11 have been confirmed arson. two are considered suspicious and still under investigation. this has frightened people in the neighborhood. nobody has been injured so far. homes, business, and church they have sustained some damage. now these actions of this person setting fire has prompted the neighborhood to mobilize. people have signed up to stay awake for two hour shifts to be on the lookout for the suspect. i'm joined by somebody in the neighborhood. ben rodriguez. why is this so important for for you to stay up? >> well personally for me is because i have li

ktvu janine de la vega is joining us live from san jose to tell us what this will mean for the people down there. good morning, janine. >> reporter: good morning, dave. the ground here in san jose is wet. we got light sprinkling overnight. that is good news but nearly enough to help with the drought situation. and the santa clara valley water district says people here in the south bay will recognize that and do their part. the water agency provides water to $1.8 million people in santa clara county and they voted anonymously to set a goal to reduce water usage. it also approved $500,000 to be used for a public awareness campaign and outreach. the agency is considering doubling the rebate they offer to residents which conserve by having drought resistant landscaping. they are trying to think about how to help conserve >> we have two big lawns and so i would think that people who are thinking about putting in a new lawn would maybe change their ways a little bit. i'm kind of thinking of that in those terms too. how to redo things so that we don't take up as much water. we don't use as m

ktvu's janine de la vega joining us live from san jose to tell us what is in store for the residents out there, janine. >> reporter: dave, water district officials are looking for ways to conserve. now an example of that could be adjusting your sprinkler system. you can see these plants were watered overnight rather than in the day when it's warmer so it's going to absorb more efficiently. the santa clara water district provides drinking water to 1.8 million residents in the county and at tomorrow night's board meetings they're going to vote whether to target reducing water by 10% compared to 2013. district water officials are responding to governor jerry brown's drought declaration earlier this month. the state's outlook for water resources is the lowest in history. reservoirs are below average for this time of year. some bay area residents say they're already conserving. >> as far as the landscaping haven't been given any water. i turned off the automatic sprinkler that comes on. so they're not getting any water as far as the grass and the bushes. i've done that at work. >> a vote w

ktvu janine de la vega is at sfo now to tell us the very latest on word of cancellations. good morning, janine. >> reporter: good morning. traffic is starting to really pick up here at sfo. you know, in the last half hour, a flighttracker.com said several canceled flights were here. but now that has changed to nine canceled flights. it keeps on going up. i just looked on the board inside. it does say all the other flights are running on time. now the heavy snowfall in the northeast and the midwest is causing a lot of problems for airports there. flighttracker.com is reporting 1700 flights have been canceled in the u.s. today. there has been about 640 delays. the airports hardest hit are newark, lou guard, and boston and jfk. jfk they had to close earlier this morning. the airport reopened about a half hour ago at 5:30. now when passengers arrive id this morning at sfo they were concerned about what to expect but are taking it in stride. >> if its delayed a little bit, its okay. what can you do? mother nature wants to dump a storm, then it does and we all have to go along. >

janine de la vega joins us live. good afternoon, janine. >> reporter: good afternoon, tori. this pond is located at a waste water facility near redwood shores. every morning workers have been checking for dead birds. today they found five more which brings the total number to 220. the u.s. fish and wildlife service has confirmed that dozens of birds swimming in the two ponds on the property of the south bay side system authority have died of avian. the ponds are a popular spot for local birders and they started to notice this around the holidays. once tests confirmed the outbreak, waste water treatment officials noticed the pond needed to be drained. this does not pose a threat to humans, just other water fowl. >> this is a natural-occurring thing at times and due to the weather this year and lack of rainfall, it's probably contributed to the factor about the avian outbreak around here. >> reporter: the ponds were created by the south bay system society to eliminate dust in the facility. the sbsa says the draining of the ponds will help rid the area of bacteria by drying it

but we begin with janine de la vega who joins us live from the scene with what crews are doing right now. good afternoon, janine. >> reporter: good afternoon, tori. well, they finally have the fire under control about an hour and a half ago. you can see there's still dozens of firefighters here looking out for hot spots. you can actually see some smoke rising still from that machine shop you see behind me. this is an industrial area at bay and douglas where they have the roads blocked off to keep people away. huge flames shot out of this manufacturing business. along with it thick, black smoke. on the ground 100 firefighters support staff scramble to get it under control. ladders were used to attack the inferno from the air. this fire on douglas started at 6:00 a.m. but in less than an hour and a half, it grew to six alarms. >> there's a lot of chemicals in there. it looked like the fire really took off and is out of control. >> no one was inside the machine shop when the fire began. the fire marshal says there were no fire sprinklers inside most likely because of the age of the build

janine de la vega is live in los gatos where the attack occurred to let us know what's being done to otect others in the area. good afternoon, janine. >> reporter: good afternoon, tori. well, police this happened here in a strip mall where there is a pizza parlor, a hair salon and dance studio. workers came out here and found the woman on the ground. she just left the dance studio behind me. they say her face was swollen. it was red and she was crying. this police say this was a random attack. it happened on monday afternoon. a woman had just dropped off her daughter at the dance studio on blossom hill and harwood, was walking back to her car when a man approached her and punched her in the face. sheet fell to the ground and witnesses report the suspect running away towards harwood. investigators say this sounds similar to a phenomenon happening across the country where assailants are doing this purely for amusement. sometimes it's videotaped. >> the police are looking to see if this fits some of the motive. but current -- we don't have a motive for this. this was an unprovoked attack

reporting live from janine de la vega, ktvu channel 2 news. >> all right. k you, janine. >>> new details about the impacts of the drought in california. we're now learning 17 water districts in ten counties throughout the state could be facing severe water shortages within 60 to 120 days. you can see the ten counties here on our map including cloverdale and the lompico county water district. the santa clara water district last night voted to ask customers to ask forry 10% cut -- voluntary 10% cutback. the district okayed spending $500,000 for a public awareness campaign. right now, grund water supplies are in the normal range but could become critically low by the end of the year. other agencies with water restriction, the san francisco public area is also asking for a 10% cut. in the alameda county water district, customers are being asked to cut their usage by 20% and 25% voluntary reductions are being requested in marin county. now as for east bay m.u.d., those officials will decide in two weeks whether to ask customers for voluntarily cutbacks. the distr

in san jose, janine de la vega, ktvu channel 2 news. >>> more details now -- while 2014 is off to a deadly start in san jose, homicides were down last year. in 2013, there were 43 homicides. there were 46 in 2012. >>> a 15-year-old boy has been arrested in connection with a deadly shooting in santa rosa. police were called to an apartment cop plex on -- complex on pioneer road around 2:00 tuesday morning. they found 20-year-old damian tony junior suffering from gunshot wounds. he later died at a hospital. witnesses say he was shot during an argument after a party. police later arrested the 15- year-old after finding him hiding in a friend's home. >>> we've just learned the name of a man who has been charged with hitting and killing a 6- year-old girl in a san francisco crosswalk. 57 idea saed of union city has been charged with vehicular manslaughter with gross negligence and failure to yield to pedestrians in a crosswalk. police say he hit the 6-year- old, her 4-year-old brother and their mother on polk and ellis on new year's eve. the girl was killed. her mother is in critical condition.

reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you, janine. >>> a teenager is recovering from serious burns after being accidentally set on fire. ktvu's alex savidge is live at the concord b.a.r.t. station where it all happened to tell us about the unusual circumstances surrounding this situation. good afternoon, alex. >> reporter: well, good afternoon. investigators say this boy's clothes were soaked with gasoline and that's because he had been working on cars earlier on in the day. that's what led up to the bizarre accident. it was around 11:00. b.a.r.t. police say the teen was dropped off at the station. the person giving him a ride lit a cigarette inside the car. that spark ignited flamable vapors in the car and that triggered the fire. the teen jumped out of the car with his clothes on fire and ran to the station agent for help and ripped off his burning clothes. the fire was out by the time officers arrived on the scene. but this boy suffered serious burns to his arms and chest and had to be airlifted to valley medical

reporting live from daly city, janine de la vega, ktvu channel 2 news. >> all right. thank you. >>> well, san francisco police are investigating yet another crash involving a pedestrian. this one happened at bush and hyde streets around 9:45 this morning. police say a vehicle hit someone inspect street. clothes and shoes could be seen near the intersection. we don't know if the victim was in a crosswalk. police say the pedestrian's injuries are unknown but that the pedestrian was taken to san francisco general hospital. that was just a block away from where another pedestrian was hit by a car yesterday. police say the man was hit while running across the street at leavenworth and bush around 5:00 last night. he was about 20 feet away from the nearest crosswalk. he's at san francisco general hospital with life-threatening injuries. the driver was questioned and released. these deaths follow two other new year's eve accidents where pedestrians were hit and killed by vehicles on city streets. >>> well, the mistress megamillions winner from california has finally come for

ktvu's janine de la vega live out there with the very latest from the police. what are they telling you now, janine? >> reporter: well, police tell me that they've been going door to door for the last several hours talking to neighbors and they still say they don't have any valuable leads. i want to show you what's going on behind me where you can see crime scene technicians and officers out here investigating. now, some information that may be helpful later is that they found -- that the victim was wearing an ankle bracelet. that may come in to be helpful later after they identify him. police say the man was found face down in the driveway at a home on east san antonio just before 1:30 this morning. several people heard gunshots but didn't bother to call it into 911. it was someone passing by who spotted the man down and called it in later. police say it appears he was shot ast least once. firefighters and paramedics performed cpr but were unable to save him. he died at the scene. homicide detectives are canvassing the scene trying to gather as much evidence as

ktvu channel 2 reporter janine de la vega is live at sfo to give us the latest on cancellations thereing, janine. >> reporter: good morning. so far flightaware.com is reporting that seven flights have been canceled from sfo. i just peeked inside and looked at the board and they say all departing flights are leaving on time. even back east. but again things could change. dozens of flights were canceled yesterday and some people had to spend the night here. now the heavy snowfall in the northeast and midwest is causing a lot of problems for airports there. right now 1600 and 30 flights have been canceled in the u.s.. there has been about 640 delays. the airports hardest hit are nu ark, lou guard, boston, and jfk. at boston's logan airport they have grounded all flights over night until 5:00 a.m.. and jfk had to close earlier this morning. it was supposed to reopen right around now. 5:30 a.m.. passengers had to deal with the effects. >> i was checking online for my flight status and it was canceled. so i did come here and they were able to rebook me. but not for another like more 48 hour

janine de la vega joins us from san jose with reaction and more details on the arrest. janine? >> reporter: people who live in the downtown neighborhood are relieved and they have not been able to sleep because the arsonist has been striking in the middle of the night. police caught him shortly after 8:00 and sources tell ktvu that the suspect lived near here. here is the sketch who shows a person of interest and we don't know if the person officers took into custody resembles this. they have been waiting and watching the suspect waiting for him to strike. security systems show the person walking near the fire scene and we have exclusive video showing a man setting one of the fires. this suspect is believed to have ignited fires at numerous homes and a business and a church. this has been nerve wracking for residents and he caught the arsonist on camera coming to his home three times to light a fire. he said quote, his punishment will never restore the damaged psyche, and our souls will remain permanently score muched. -- scorched. residents banded together passing out flyers w

janine de la vega live.. >> reporter: the fire captain tells me that maybe the arsonist has gotten the message because there's been no fires this morning, that people are looking for him. we received excluesive photographs. he lit an object on the porch of a house and soon after a fire erupts. some people who live in this downtown region near san antonio and 24th street have been staying awake for two-hour shifts to be on the lookout for the man authorities believe is setting the fires. the neighborhood has had 13 fires in the past five days. 11 have been confirmed to be arson. two have been suspicious and are being investigated. numerous homes, businesses and a church have been hit. over the weekend, fliers of the man wanted by police and fire officials were passed out. those who have volunteered to be on watch were told to stay at home and call 911 if they see them. firefighters are encouraged by residents wants to help. >> it's certainly great to see the community involved. i'm sure their actions, they se

janine de la vega has details you will only see on 2. >> reporter: tori, police say it was intense for a while because the man was holding gasoline containers. police also thought he may have had access to weapons. they wanted to make sure they kept people safe. after 20 minutes or so, officers finally got their man. now here's exclusive video showing the suspect that police took in custody. you can tell him yelling in pain. this all started as police were called to reagan at around 11:30 last night. after people say the man was threatening to use gasoline to burn down the property. when officers arrived, they found the man barricaded himself into a shed in the back of the home. he was holding a woman there against her will. police started to negotiate with them and the woman was able to escape. he lit the shed on fire. >> they were trying to negotiate and get him out, he lit the shed on fire and was engulfed. he eventually came out, resisted. officers had to use some force to take him into custody. >> reporter: firefighters were able to extinguish the fire which only damaged the shed.

ktvu's janine de la vega joins us live with some exclusive new video. good morning, janine. >> reporter: good morning, tori. investigators have been walking around the house looking for any clues to how this started. earlier when was darker, they were shining flashlights looking for evidence. any want to learn how this started. it spread quickly destroying the car parked in the driveway. as you can see, gutting this home. here is some exclusive video that we obtained of the fire taken before firefighters arrived. you can see flames were shooting from the garage and the second floor of the house located here. four people lived there and escaped before fire crews arrived at 1:25 a.m. firefighters worked to knock it down. after 40 minutes they were able to get it under control. neighbors say they threw rocks at the house to try to wake up those inside. but later realized those people were out of the house. some residents were evacuated as a precaution. >> i could actually feel the flames from the front of my house. i was just hoping that they were able to g
