sort of a miscommunication with the air traffic control tower on either the part of the japan airliner, or a coast guardst guard has a base near haneda airport. the airport is right along tokyo bay. and so these two planes for whatever reason collided. and according to what their initial assessment is, of course this is just the less than an hour ago when it happened, so they will still do an extensive investigation. but they believe there was a miscommunication possibly and this coast guard plane and this airliner with around 400 people on it collided on the runway. both of the planes in the footage that has been coming in from the airport were on fire immediately. and so the passengers and crew inside would have had literally seconds to collect themselves after the shock of such a major impact, get themselves up, get off the plane, not from the back because there was a huge fire that started in the back of the plane, engines were scraping the ground. but apparently they managed to get everybody out through the front emergency exits of the plane and now the plane still burning as we speak. the plane is

so far the black box of the japan coast guard plane has been found, but the one from the japan airlines0 still a has not been located. and the black box will tell us two things. one, it will tell us exactly what was said in the cockpit moments up to the impact, what was said from the moments and minutes really up to that moment of impact. it will also tell us things about how high each aircraft was flying and the different speeds. so that will be very critical. even though we have seen this horrible scene of wreckage and destruction, these black boxes are made to withstand the most intense impact and flames. so that has been a priority today and will be in to the future until it is located. i should also point out that even though the scene seems to be pretty calm right now, there is an investigation taking place that has -- is having an impact on operations at the haneda airport which is the busiest airport in tokyo. so we're seeing some flight delays and cancellations. in addition, this is pretty extra ordinary, but japan airlines recognized that people may simply not want to fly at t

flight crew got clearance to land from air traffic controllers, but minutes later, it struck a japan coast guard plane, killing five people. cnn's marc stewart is following developments from seoul. he joins us now. so, marc, an investigation is under way in the wake of this tragic runway collision. what more are you learning? >> hi there, rosemary. let's talk about that investigation. japan's transport agency is heading it up. and among those who will be participating in this broad investigation will be certainly japan airlines. but we've also learned that french authorities are sending their aviation sector to japan as well to tokyo to take part in all this. this was an airbus a350, a european-made aircraft by airbus, so it does make sense for france to have a role in all of this. among the different tasks that will likely take place in an investigation like this are interviews, interviews with people in the control tower, interviews with people on the flight deck, but also members of the cabin crew. as we have been hearing since this disaster unfolded, a lot of credit is being gwynn to the fli

before the disaster, between air traffic controllers and the pilots of a japanese coast guard plane. moments before japan airlines flight 516 slammed into a japanese coast guard plane at 5:47 p.m. >> japan 516 continue approach 3-4 right. the logs show four minutes before the collision, air traffic control instructed the japan airlines jet to continue its approach. 5:45 p.m., air traffic control cleared the japan airways jet to land. ten seconds later, air traffic control instructing the coast guard plane to proceed to a holding point to a taxiway to the runway. but the japanese coast guard says they were given permission to enter the runway. another focus of the investigation, the runway warning lights, called stop bar lights, that tell pilots whether a runway is clear. but those lights hadn't been working since december 27th. >> they didn't have those lights, and so, somehow that crew in that japanese coast guard aircraft believed that they were cleared onto that runway. >> reporter: within seconds, japan airlines flight 516 carrying 379 passengers and crew crashed. the fireball almost instantly incine

coast guard aircraft. and it appears as though the coast guard aircraft entered the runway just as the japan airlines i 350m sapporo was touching down. the japan airlines aircraft struck the coast guard aircraft. it has exploded. the japan airlines aircraft continued the landing roll, but now on fire itself. that is essentially all we know at this stage. it may take some time for the precise details of what happened to come to light. >> what do you make of the fact the passengers and crew as we see it on re did manage to get safely off of the passenger airplane >> that is aery good question. that is a miracle. first of all, all aircraft is certified so that all passengers can get off within 90 seconds with only half of the emergency exits open, assuming there is a fire on one side of their raft or one part of the aircraft. that is why they are certified. recently, we have seen so many passengers insisting on taking their baggage with them, carry-on baggage. that has slowed up the a grass from these damaged aircraft's, aircraft's on fire, to the point a lot of people have lost their lives. in this case, all

we now know the large passenger plane collided with a small coast guard aircraft after landing. and japan's coast guard says five crew members died in the collision. so we have some pretty incredible video of the exact moment that plane lands. you could see it immediately go up in flames, leaving a fiery trail down the runway. the pilot of the coast guard plane was able to get out and contact officials, but there are reports that he seriously injured the other five crew members did not make it out in time. as for the passenger plane, all 379 occupants were able to safely evacuate at least 11 of them are being treated for injuries. video shows the plane quickly become engulfed in flames. emergency vehicles responded quickly, trying to put out those flames, but the fire had spread across too much of that plane. what caused this collision is still unclear, for the coast guard says it's investigating how the two planes came into contact at the coast guard. plane was reportedly on its way to help with the rescue, and relief mission following an earthquake in ishikawa. dave i will send it back to
