as most of you know, i've been very involved with the japantown cultural heritage area. and have been so before jhs and bmp and the community downtown task force. when i looked at this legislation, i was very concerned because it did not come to japantown through our jhs process. it did not come to our cultural heritage commission because we asked and we were told, there are amendments on the way. so we waited for the amendments. and we never got a complete copy of the legislation that we could review and give a recommendation to the japantown task force. the passage of the legislation itself through the board of supervisors from the time it went to the rules committee was so fast that there was no time to analyze and give a good, solid recommendation based on the experiences we had as the first jhs in san francisco. and i think that we have some really good insights. one of the things i'm really pleased about is that the staff recommendations are completely in line with the issues i saw. and i think that's really important. it speaks very well to how staff looks at thes

many years ago japantown started a process to designate themselves as a special area, as a cultural district. calle 24, about three, four years ago was created via resolution by supervisor david campos at the time to have this kind of special designation to be able to bring more attention and resources to the area, knowing that a lot of the small businesses and the people in the area were getting displaced. and then, with time, we've had a lot of other cultural districts created, and it's been a little bit haphazardly. it's been great that city departments have been very interested and very supportive in the process, but we really haven't had a formalized process, and it's also never been codified. the cultural districts have been worried that if we don't coddify them, for any reason, we could have city departments make not invest as much resources as they've had so far, so we wanted to make sure that we coddified it, that we institutionalized it and make sure that it's the importance that the city has been given to the cultural districts. and we're making sure we have more details as we con

statewide legislation, which is referred to as s.b. 307, to recognize the last three remaining japantowns in the state of california. prior to world war ii and incarceration of japanese-americans, there were 40. now there are three. so we wanted to do something to make that happen and that didn't come up through planners or legislators. it came out through oral history discussions and meetings in the community. so i definitely get it. i definitely get that community input is important and each district is important. what i think the staff is trying to do is just to put as mr. buehler said some consistency to -- and to make sure that this legislation will have the clarity and will be stronger, as it goes through its implementation process. and i'm pretty sure that you know that we have a cultural heritage assets committee and commissioner hyland and i sit on that committee and we're really looking forward to having a conversation with supervisor ronen's office before this was passed. but that invitation is open and we hope we can continue to have dialogue with you. this is a very important
