jared, let's talk about this.how started, we started a discussion about it's actually good i think for the country to get involved in a discussion about budget, not just because you have an affinity for numb bersz, but as ezra says, budgets are moral documents in a way. they show or priorities as a country. what have you gleaned? >> well, paul ryan's budget has described as robin hood in reverse. i think that is accurate. the savings that he generates largely come from cutting programs who very much need the help right now, and he takes some of those savings and gives them back to upper income people in corporations in huge tax cuts. by the way, there's another deficit problem if the ryan budget. i think he's gotten a bit of a free ride. theres no way mathematically and i can take you through the numbers that paul ryan request offset the trillions of. >> not -- >> there are no free rides -- that is an important part. he wants to lower the top marginal tax rates to a number that is lower than even mitt romney. >> m

i think jared bernstein will back me up on this. if you look at the budget of the united states, something like 71% of it is split between defense, which is about 24, 25%, i think, as of this fiscal year, social security, pension programs, those kinds of things. and health care. meaning incorporating medicare, tricare, medicare, that kind of thing. so two-thirds of the budget is very difficult to cut, because there's such a political constituency for it, you saw the pain that republicans like lindsey graham went through with a slight cut in defense. if you get to the stuff they want to cut, that they want the president to put his political capital on the line and say, i'll cut that, that's a very tiny sliver of the actual budget. all of the welfare program are like 10, 11% of the budget. so, really, if you want to name stuff you want to cut, they're very small and wouldn't save a lot of money, and also things that would make you look terrible. but they want the president to use his political capital to say, i'll cut home heating and

jared loughner. the man who shot gabrielle giffords and 18 others. parents knew he was deeply disturbed and tested him for drugs but did not send him to get help. what do you have to say after learning all of this to jared loughner's parents? >> well, certainly as a parent, myself, i understand. it is a tragic thing they went through as well. it would have been an entirely different situation, however, if he would have gotten mental health -- gotten an evaluation and when he -- certainly in his case, when he's taking medication, he's not as psychotic as without the medication. it would have clearly been -- would not have happened if he would have had proper mental health treatment but, you know, you can't go back in time. i mean, you know, the only thing we can do is move forward. and try to make sure that the dangerously mentally ill are not only getting treatment for their mental illness, but, let's make sure they don't have access to guns. let's make sure criminals don't have access to guns. i mean, our organization, americans for responsible solu

the car ride, when the police were taking jared loughner from the scene to the police station. in a string of bizarre events that day. an officer who transported loughner from the scene said, quote, while en route, he worked himself out of the seat belt and moving around freely in the back seat. you can assume he was cuffed, but still, that would give an officer pause if he was driving the car. mr. loughner stated no one else knew about the shooting. this happened in the back seat of the car on the way to the police station. >> one scene after the horrible shooting. >> shocking stuff. brian todd, thank you. >>> pima county sheriff's department captain is joining us now. he led the shooting investigation. captain, thanks very much for coming in. let's talk about these documents, extensive documents. the place we're asking about accomplices, what made you think that loughner may have had an accomplice? >> well, i think there were a number of things going on at the time. of course, just from the tactical standpoint, the responding officers were there, concerned about a couple thin

we talked at some length about jared loughner, the shooter.s i asked him is the fact that loughner went out, bought a gun, passed a background check, and that was the gun he used to shoot gabby giffords and all those other people. and one of the things i say is, the nra says you can expand the background check, but until you get that kind of information -- remember, loughner had been kicked out of community college because he was deemed to be a threat to himself and others, unless you can get that containkind of information into the background check, isn't it useless? he said he completely agrees. the nra is not, you can't just expand it to cover nor sales but get the right information into it. he also agrees with the nra there has to be more done on mental health and committing people who are ill. because at least in these cases of jared loughner in tucson and adam lanza in newtown, these were obviously very disturbed people. sot mental health component is a very important part of trying to solve this problem. it isn't just a question of guns

jared, if you were mr. penny's adviser would you by telling him the biggest threat is debt?>> it's not the case, though i'm not sure what i would be telling mr. penny, because i've never advised a coin before, but, no, the -- the debt is in the mid '70s, around 75%, a share of gdp. that's a lot higher than a few years ago. but there's a reason for that, because we had the great recession, and we needed to engage in some deficit spending to offset that demand contraction. historically the debt goes up in periods like this. in world war ii, it breached 100%, then a few years later it was 50%. the debt is expected to start coming down within a few years. over the long term, there are real pressures on the debt through health care costs. that's what i would tell mr. penny. >> excellent. that's very helpful. josh, the president last week was secured on the right for suggesting there was no dead crisis in american. later in the week this is what speaker boehner and paul ryan had to say. take a listen. >> is he right, that we don't have an immediate crisis. >> we do not have an imm

brand new details emerging about the downward spiral of jared lawsuit ner le la lautner who almost killed gabby gifford. it showed he was unhinged and his parents tried to keep him in check. >> the documents show jared autogra loughner was unhinged. i tried to talk to him he wouldn't. lost, lost and didn't want to communicate with me no more. according to jared's mom amy laughner sometimes you would hear him in his room having conversations sometimes he looked like he was having a conversation with someone right there be talking to someone. i don't know how to explain it. they thought he might be using methamphetamines they drug tested him it came back negative. they never got him a psychological evaluation even though he had been expelled from a college because of his erratic behavior. horrific congress on your corner scene they tackled him before he could reload. police cuffed him and an officer's report says in his left front pocket i found two magazines which i immediately observed to be for a block and they we globing and they were both fully loaded. >>> nine minutes after the hour.

that jared loughner just would not talk to him.th a mental illness? no. never gone to a doctor? no. even in print, you could hear what seems like a touch of despair when the older loughner tells the detective, "lost, lost, and just didn't want to communicate with me no more." loughner's father took away a shotgun after the pcc expulsion. but did not know about the handgun used in the mass shooting. the day of the shooting, randy loughner was suspicious about a backpack jared had. when he demanded to see it, jared loughner ran away. the next time they saw him, six people were dead, and he was under arrest. >> that was craig smith reporting. in response to those documents, giffords say they show that loughner should never have had access to a gun. she used the opportunity to renew her call to what she described as common sense policies like universal background checks. >>> experts say a hillside on whidbey island, washington, north of seattle, is very unstable following a destructive landslide. neighbors say the slide early yesterday

we know quite a bit about jared loughner and his motives.don't know what was done prevent him acting vilently or how late in the narrative he started getting violent thoughts. >> woodruff: does more of a picture come together with this information, though, about how his parents were struggling with his apparent mental illness? >> absolutely. in the court testimony leading up to his sentencing while the judge was trying to reconcile whether he was competent to stand trial the psychologist who reviewed his file determined that he had visible signs of schizophrenia as early as 2007 or 2008. the randy and amy loughner both testified to police in their home about four hours after the shooting that they knew their son was sick. what we didn't know is what they tried to do about it and what they both told police was that the pima county community college people came to their house and told them if there were any guns in the house to keep them out of sight or locked away. randy put them the trunk of his car. we found out from amy that they tried to

had jared loughner, had we had the ten-bullet rule, jared loughner was disarmed trying to get his second magazine out of his pocket. he would have fired ten shots. there were 17 people struck by jared loughner, including the 9-year-old little girl, including gabrielle giffords, he couldn't have done that if we had that law in place. so don't tell me that we don't need both. we need both and we need common sense and people to compromise. >> there's so much that can be done at the margins. but it's really not. there's technology in place that exists that fingerprint technology to identify -- that fantastic column, which nra and gun rights -- >> he advocates for a childproof -- >> childproof gun, it exists in germany. it's kind of a no-brainer. i would love to see the mayor take those things on and get them more public attention. >> children may need access to weaponry in the classroom. i mean literally that's probably the argument at this case. it's worth noting that john mccain, susan collins and dean heller are the most likely republicans to sign on to background checks, give props where

jonathan, this is actually what jared is saying. job numbers are good. bup if we're talking about austerity and cuts, we could undermine what is apparently a growth process that's working. >> well, sort of. take sequestration, for example. the cbo payroll tax increase would cost 800,000 jobs. that's 67,000 jobs a month. sequestration itself, 750,000 jobs would be lost if nothing gets done. that's 75,000 jobs a month that disappear. those are not just numbers on a spread sheet. those are american workers who are losing their jobs. that's that many members being affected by a loss of work. and then the trikdle down frckl. that means a store getting fewer customers. a business gets fewer customers. children go without food to eat. there's no shopping. so i think there's too much focus here in this town on let's cut the budget. let's cut the deaf sit. let's deal with the numbers on the spread sheet rather than trying to think strategically how to reduce the deficit. how to reduce costs that don't damage the economy and don't hurt american families. >> and pu
