on our roundtable by george will, donna brazile, joe klein of "time" magazine and congressman jason chaffetzan donna edwards. into friday and saturday, there is a depressing sameness to the conversation coming out of each tragedy. >> yes, and our response is always to think is there some defect in the social system or some prompting in the social atmosphere that causes this and, therefore, we assume we can tailor a law to correct the defect. the problem is, the law can do three things. it can deter with severe punishments. of course, we already have lots of deterrents against murder and impede the accesses to public spaces or to weapons or, third, the law can monitor and in some cases confine people who meet the profile of these people. the problem with this is these people are determined, psychotic and often suicidal. it's very difficult to deter someone like that or impede, and then when you come to the question of monitoring confining, you look at the profile. these are often men, young men, young unmarried men, young men who are socially awkward and sometimes young unmarried socially awk

. >> gretchen: we heard jason chaffetz talk about church and the responsibility there. my church in connecticut, first presbyterian church, packed, packed. people probably coming there for hope. i want to show think picture because it was probably one of the most important church services that i've ever had the opportunity to attend. you can see all the poinsettias for christmas. but then you see the lights up there at the front of the church. those are 27 candles that were all lit as each name of each victim, including the shooter, was named by one of our ministers. earlier before the children left the sanctuary, there was a children's sermon in which they talked about how important the light of a candle can be in the life of a child if you have the opportunity to believe in christianity. then the children left the service. i was wondering would the minister talk a lot about the shooting. he had an amazing sermon where he said that as a man of god after all of these years, that he was intellectually empty and vacant as to how he could respond to what happened in newtow

i also take a moment to thank my good friend, representative jason chaffetz. the chairman of the national security subcommittee for his very hard work in support of this legislation as well as chairman issa for helping to bring this bill to the floor today. this legislation makes commonsense reforms to the hatch act that are much needed. the hatch act was passed to ensure that federal government employees work on behalf of the american people rather than whatever political party is in power. the law works well most of the time, but it has had some unintended consequences. currently, the hatch act prohibits state and local government employees from running for partisan political office if they work on programs that receive federal funding. this can and has led to some unfair and absurd results. for example, matthew, a transit officer in philadelphia, was barred from running for his school board because his k-9 partner was paid for by federal grants. the officer told "the washington post," and i quote, "i was upset because i truly believed i had something to off

jason khaeu chaffetz. republican.ld not have voted for plan b, would you? >> no, yes i wanted to avert as many tax increases as possible. i told the speaker i would support it. i don't liken creasing taxes on anybody. my conscious is clear. we passed a bill in august that extended every single one of the tax rates and would have averted this. it's the united states senate that hasn't acted. but we are where we are. bill: congressman royce would you have voted in favor of plan b? >> yes i'll tell you why. we face a situation on january 1 where every single american taxpayer will see their taxes go up especially when you consider the amt, 33 million americans are going to owe the amt as a result of not taking action. and on top of that we are going to lose more and more leverage as time goes on, because the president wants as much as he can get in tax increases on the public, and wants to do as little as possible in terms of spending cuts. so, frankly, in these negotiations we've got to strengthen our hand, and so what
