jason gruenauer is out with the train this morning. jason, how are things running? >> reporter: the good news is that we are now back on the westbound train heading back towards downtown denver. this train has been on time all mornnng. our original ride to the airport was a little bit late, about 15 minutes or so. i spoke to a man who says he rides the train every day, and seems like it's late every day. rtd blaming it on a power line issue that delayed the train seven hours. you see the sign here, trains not running. they had to divert some passengers to buses and try to get them out. rtd says a majority of their rides are stilllon time. but we asked, why don't you shut it down, try to get testing down? take a listen to what a spokesperson had to say. >> if you look number of trips we've made and the thousands versus the delays we've had, they are a tiny fraction. but it's still not acceptable. we are not at the level we consider to be acceptable. >> reporter: rtd does say they are running close to 90% on time, which is a good number, unless you're that 10% trying

denver7's jason gruenauer will jason, this guy's allege rap sheet goes back nearly a year. >> reporter: we're talking about four major crimes resulting in two dozen charges filed against darius radcliffe. he's only 20 years old, but already in about a lifetime's worth of trouble with the law. i want to take you through these incidents one by one. the first, or most recent, on olive street where he was shot, hit and injured. before that, a burglary at a dispensary in colorado, followed by a police chase and manhunt in a nearby apartment complex. before that, a homicide at aa party off south broadway in november last year. and another shooting in september just before that. some of the charges he is now facing, first degree murder, attempted murder of a police officer, a total of 11 counts of attempted murder, burglary, assault, menacing and more. but he is not ge the detention center, at least not into the near future. now being held without bond. he'll make his court appearance later on today at 8:30. reporting live downtown, jason gruenauer, denver 7. >>> arrests yet in connection wit

our jason gruenauer out along the 16th street mall. these folks are armed around the clock. >> reporter: they are. they're supposed to be here 24 hours a day, seven days a week. we got here at 4:00, and we have yet to see one of those private security ooficers. yesterday. we had the rash of violent attacks, then dpd said they were going to step up patrols. and as we rrported, they had trouble getting officers to step up patrols and now the security guards are now here. this is allyed barton security services. they do not have guns, but have pepper spray. we're told they're there for local ordinance enforcement. just to make sure everyone is following the rules. however, authority beyond that isn't verr muuh. we're told from a spokesman in an extreme case of safety or even life or death, these security guards have been trained on how to make a citizen's arrest. we're looking into the details of that. because as a citizen, you or i could make an arrest. won't be replacing police, but the chief had an interesting quote as to now that the

. >> jason gruenauer is live to morning. >> reporter: good morning. what's inside your envelope here could soon be changing depending on when you use the power. it's part of a settlement with excel and other group, basically involving excel changing their rate structure. it would drop the grid access fee, the fee you pay to access the power in the first place, itself. basically you would pay more for the electricity you would use at peak times and less for the same amount of electricity at off peak times. for example, in the morning and evening you would pay more than the overnight or afternoon hours when the fee would be less. this is just a pilot program they will start off in a couple thousand homes starting this year, then expand to a couple thousand more next year. that wouldn't happen till about 2020. for now the bill should stay the same but things are now moving and changing after that settlement. we are talking about changes to renewable energy aa well, and where the power behind me actually comes from. more on that coming up at 5:30. jason g

jason gruenauer has looked into this. they're planning to file this suit pretty oon, about 10 days from now? >> reporter: yeah, within the next two weeks and then it would be up to a judge to decide if public places like this, if the city and police can continue their enforcement and basically kicking homeless people off of public property and public sidewalks. this is all part of the enforcement of denver's urban camping ban that basically says homeless people can't set up shop and live on the sidewalks or in public parks or in public places. that started, the enforcement of it, rather, in march. since then parks and other places have also seen sweeps, in many cases property left over has been thrown out. we've even seen arrests. a local lawyer wants an monetary damages. >> the city is hacking unconstitutionally -- acting unconstitutionally and not respecting the rights of american citizens who are homeless. >> reporter: the city has long defended its policy and its enforcement saying the camps % are unsanitary and in ma

denver7's jason gruenauer joins us now. jason, rtd officials are telling people to be patient? >> reporter: yeah, but that's tough when you're trying to make it to work or the airport onim a line is running on time. we already saw a train that departed here a few minutes ago heading to the airport. the next one scheduled in about continue minutes or so. the bad news was yesterday. union station pretty much a ghost town. colorado, university of colorado a line sitting there and messages scrolling across the screen, trains are not running. there was a power line issue and that caused a seven-hour weren't running at all, just like it has been on and off really since it started. since april we've seen delays just about every week on the a line. we spoke to an rtd spokesperson and says they are still 90% on time, but for the 10% other people that's a big inconvenience. the delays earlier on in the week, rtd says we'll give you your next then it happened again yesterday. it's nnt just the a line. the b line also had issues yesterday. coming up we'll talk to frustrated passengers and
