i wanted to add something about this whole question of state aid and the point that jason smith tried to make. jason is actually trying -- he's very selective in the data that he uses. he's taking the c.a.r.e.s. act when all of the money allocated for nonfederal sources went to the state and none of it went directly to city and county government. he's comparing that to what the state governments would get through this bill. in many cases, it is less. but meanwhile, every county in those states is getting money and it's being allocated strictly on the basis of population which he wants and every city and town is getting money through this bill. so if you add the total going to missouri or kentucky or new york or wherever it may be, you're going to find that the states, whether they're red or blue, are really satisfied with the amount of money that's coming in their -- >> and if i get you right, chairman, you're saying that the money will be distributed to counties and cities, like in my district, some are red and some are blue. but totally according to population, is that right? >> the
