and jay never forget that. i was sitting here two weeks ago -- jay sits across the sil aisle from me. jay was saying, "going to emmons that set my moral compass. it gave me direction. where everything in my real life began, where i learned how little i knew about the problems people face. i was humbled by that lesson." he went on to say, "my time in emmons was transformative. it explains every policy i pursue, every vote i have cast. it was where my beliefs were bolted down, where my passion met my principle." 50 years ago jay learned those lessons. for 350 years as a vista volunteer, as a state legislature, as a senator from west virginia. he learned these beliefs. they were bolted down and he practiced those beliefs. in 1966, he was elected to the west virginia house. two years later jay had an opportunity that most people i know would have not refused. robert f. kennedy was killed, was assassinated. the senator from new york at that time, in june of 1968. the governor of new york, nelson rockefeller, jay roc

jay rockefeller served two terms as governor. senators is how that senator staff feels about the senator. some staffs fear their senator. some grudgingly respect their senator. some like their senator. jay rockefeller's staff loves their senator. and you could easily see why. he's a big man, well over six feet, who's always gentle, soft spoken, considerate and ready to laugh. he once told senator moynihan and i a story about a problem his belued mother and oh, he loved his mother. a problem his mother caused him in the early days of his political career in west virginia. there was labor strife in new york city which normally would have no effect on a west virginia politician. but the work place on the verge of a shutdown was the metropolitan opera and jay rockefeller's mother was on the board of the met. as jay told it, when his mother was cornered by a reporter, she said the musicians were behaving like a bunch of coal fiminers. senator rockefeller got that a rockefeller was going to have to work harder than any other politician

jay rockefeller has served on the senate finance committee for 28 years, longer than all but 11 other senators, and his tireless work on the committee has had a profound and positive impact. he has been a leader on maintaining a strong u.s. trade policy, with thinking creatively about asia, madam president, long before it became cool. and he also has been a great advocate for fairness in the tax system, something that i know many of us consider a special priority at this time. senator rockefeller has paid special attention to programs like the trade adjustment assistance program, including the health coverage tax credit, the earned-income tax credit, and the child tax credit. and that was drawn from recommendations in the national commission on children, which senator rockefeller, as is the case so often, ably chaired. and so, just briefly, madam chair, i want to talk about the common denominator in these kinds of efforts. and it's really pretty direct, because it captures jay rockefeller's approach to public service and to life. reach out to those who don't have power and clout, thos
