white house jay carney is our exclusive guest this morning. >>> governor rick perry cools the rhetoric, he doesn't back down from the treason accusation but doesn't double down either. why is obama cutting him slack. >>> democrats manage to hold on to both seats if the final recall election. are wisconsin voters burned out on recalls or is governor walker next. it's wednesday, august 17th, traveling with the president on this bus tour. this morning we're bringing a special edition from dafen port, iowa, part of the quad cities region making our way down to mississippi. the president will give a major speech on jobs and the deficit just after labor day, a concession that critics who have criticized him for not presenting a specific jobs plan. the white house tells us he's likely to propose a mix of tax cuts and infrastructure ideas targeted too the unemployed. he wraps up with two town halls in rural illinois. on the one hand he's been able to reconnect with voters with one on one politicking on this noncampaign trip but had tougher moment with these confrontations with the tea party. i

press secretary jay carney will be briefing reporters coming up. we'll monitor that, obviously, as well. there you see the white house briefing room. jay carney will be taking reporters' questions fairly soon and then at some point later in the day, the president of the united states will sign this legislation into law. i suspect he will do it relatively low-key. i don't think he's bringing in the democratic and republican leadership from the house and the senate for a formal signing ceremony. he'll sign it into law, the white house, i assume will release some sort of still photo of that event. i'm not sure they will do a big deal. it's not one of these events where there's going to be a huge celebration in the east room of the white house with invited guests. they're just happy they got this done, the nation's debt ceiling has been raised and they can move on to some of the other important issues facing the country. let me bring back kate bolduan, our congressional correspondent. she's up on the hill. i interrupted you because i wanted to hear wha

jay carney, the white house press briefing, just announced that moments ago.we can tell you it is official. the deal is signed. the deal is done. we're following the dollars, the politics, and the global fallout only the way cnn can. my colleague kate is here along with gloria. is there a huge sense of relief or maybe a feeling of doom postponed possibly? >> reporter: i think's absolutely a sense of relief. i started getting that sense last night once this compromised bill reached what was arguably its biggest hurdle, which was getting past the house and absolutely a sense of relief today as it passed the senate. this really brings to an end this fierce partisan battle and standoff that we've been seeing for weeks now, and it at least brings it to an end for a little while, we should say. we shouldn't go too far from maybe the month of august. we should see this partisan bickering going on. when they return, they still do have a lot of work ahead of them. this seems to be kind of as we heard over and over again from leaders on both sides of the aisle, randi, t

jay carney discussing the president's plan to get americans back to work.that the president will roll out a couple of initiatives this week, and we are keeping an eye on that, but in the meantime president obama announced his nomination for the top economic post today, and he tapped allan krueger as the top economic counselor. president obama also said he will announce a new jobs plan next week that he hopes will have a bipartisan feel. >> i will lay out a series of steps that congress can take immediately to put more money in the pockets of working families and make it easier for small businesses to hire people, and put construction crews to work to rebuild the nation's roads and railways and airports and all of the other measures to help grow this economy. >> the president has called to extend the payroll tax cut at the end of the year, and to continue unemployment benefits. >>> and in just a few hours, searchers are heading out once again the try to find a missing ohio woman as her father pleads for people to come forward with any information. 23-year-ol

in keeping with the theme, white house spokesman jay carney when beset with questions about what the president can do, what arrows are left in the policy quiver, jay carney said there is no silver bullet. he reiterated what the president wants out of congress in the coming months. he wants patent reform, free trade agreements ratified, tax cuts, unemployment benefits extended. congress is out of session until after labor day, september 6th. what can be done on the fiscal or monetary side from here at the white house? the answer is, there don't appear to be too many tools left in the toolbox. meanwhile over at the federal reserve, talk of quantitative easing 3 pretty much on the back burner and interest rates there set by the fed at near record lows, not a lot of room to maneuver there. so the president is going to be hitting the road. he's going to be continuing to talk about the economy. he's got a bus trip through the midwest planned. he's got events over the course of the next week or eight days. he's got three separate events. he's going to be traveling to suburban virginia, to m

jay carney, i said appeared before reporters earlier today. he had this to say about the speech. >> this speech next week, he will certainly put the need for jobs, job creation and economic growth within the context of an overall long-term plan for dealing with growing our economy and getting our fiscal house in order, but the speech tomorrow -- rather, next week, will focus on the immediate need to create jobs and spur economic growth. >> okay. tamron, the nuts and bolt. the meat and potatoes. what's going to be in the speech? a lot of this we already know. the president has been talking about it for a while now, an extension of the payroll tax credit that was enacted last december t.expires at the end of this year. something for employers. a tax credit perhaps for those who hire new workers or perhaps a payroll tax credit for employers as well. he's talking about new spending for roads and infrastructure. the president told an interviewer yesterday with tom joyner, a popular radio host, the economy essentially had a heart attack back in 2008

live to washington, we have some breaking news coming out of the white house press room, that's jay carney talking about the jobs plan scheduled to be unveiled on september 7. he's taking questions from reporters, let's go ahead and take a listen. >> is that an indication of the scale of proposals? >> no, i think if you look at the full quotation, full context of that by the president, he was speaking generally about economic models that -- economic analysis and models that say every 1% -- roughly, i'm not an economist -- every 1% of growth equals this many jobs, so that was not a reference to his proposal. i'll leave the details and the projections of added growth and job creation to the speech itself and to the analysis afterwards. that was more a reference to general economic analysis says if you take measures to increase economic growth, it will -- by this percentage it will result in this many jobs. >> reporter: secondly, is this a jobs speech or jobs and deficit speech, because the president referenced the importance of bringing down the deficit. >> the president made clear his commi

jay carney today this is a little issue. she's sitting on a committee being charged with dealing with the massive deficit that we have here in the united states. he says it's a non-issue, that the president will not be calling for her to stop raising money or to step down from that committee. so that certainly is getting a lot of attention right now. pat toomey over on the republican side also getting some criticism, tamron. people saying that he's a tea party guy, that he won't be serious about tax reform here, but one more interesting note. dave camp who is on the house ways and means committee has been focused on tax reform, so a lot of people are wondering if this is a subtle sign that the republicans understand that tax reform does in fact need to be a part of the final product. we'll have to wait and see because all of the republicans who were chosen on the committee, tamron, have signed that pledge by grover norquist not to increase taxes. >> which will make it an interesting dynamic in itself. >> reporter: absolutely

this week white house press secretary jay carney was asked if there's any chance at all of a double dip recession. jay? >> we do not believe that there is a threat there of a double dip recession. we believe that the economy will continue to grow. >> most economists, they're not quite so confident. it's even true for former white house economists like carney's former colleague larry summers. he put the chances of a double dip at one in three. to talk about this in terms of recessions and double dips it's wrong. that at least is the conclusion of harvard economist ken row gof of "this time is different" perhaps the single best history of financial crises throughout history. the phrase great recession he writes -- that's where we are. we keep waiting for the thing that follows normal recessions, a normal quick recovery. but it's not coming and it's not coming because this time, compared to the recessions we're used to, this time was different. back in 2008, elizabeth warren, yeah, that elizabeth warren of the consumer financial protection bureau, wrote a blog posted that sounds prophetic
