i'm jay siltzer. a school that was heavily damaged in last week's rains will not reopen until at least thursday. artspace charter school in swannanoa will not reopen until at least thursday, as we reported a mudslide near the school flooded the building damaging nearly every classroom. the school was scheduled to open today but that was pushed back as volunteers continue to clean up. the school is also trying to insurance deductible. >> henderson county commissioners approve an incentive package that could bring hundreds of jobs to the area. they are discussing creating a car parts plant in mills river. the companies would invest $200 million and create more than 300 jobs. the county expects a decision by the companies within the next 30 days. >> the wnc nature center will get a makeover in the upcoming year. the center shattered previous attendance reports in 2015 wwth a 4% increase. this spring guests will see equipment move in as the center reconstructs the entryway to the park. the work will not a

i'm jay siltzer. later this morning fire investigators will return to the scene of a workshop fire that broke out late last night in buncombe county. firefighters remained at the workshop on choke creek road until after 3:00 this morning. no one was inside when the flames broke out. no word as to what caused the fire. county man whose body was found in a lake. police say doug ballew drowned. he had been missing since mid november. his body was discovered in fontana lake. >> buncombe county commissioners give the green light to zone almost all of the so-called donut holes. these are pieces of property that have not been zoned in the county. commissioners voted to approve eight of the nine parcels to be zoned. one piece of land was sent back to tte planning board for further consideration. >> here's ingrid with your skywatch forecast. >> good morning, jay and everyone at home. it's eeven colder than yesterday morning in some locations so this is a good idea to wear lots of layers. 15 in black mountain.

i'm jay siltzer. developing this morning a car chase that started in haywood county ends with a crash in buncombe county. the chase ended in asheville near the farmers market exit at brevard road on i-40 eastbound. around 11:00 last night a deputy tried to stop a tennessee man for speeding but the driver sped away. four pepele were in the vehicle but the driver was the only one injured. he was not seriously hurt. >> fire damages part of a home in weaverville. firefighters were called to the home on village park drive around 10:30 last night. captured firefighters removing the bed. the weaverville fire department tells us the fire was contained to the bedroom. the woman inside and her dog made it out safely. the cause of the fire remains under investigation. >> and some residents here in the mountains, one of the state's new dmv offices will be on walker street, all part of governor pat mccrory's initiative to improve customer service and cut wait times. the governor toured the dmv and made the announc

jay siltzer talked to the host, sharyl attkisson about the report. >>jay: good morning, cheryl sharyl. what is the trend? >> the trend is more people are carrying around insurance cards in their wallet, which is one way to measure success of obama-care, but unfortunately the cost is going up dramatically for millions of americans who are paying higher premiums, much higher deductibles, so what they are paying out of pocket is unaffordable for some. they have insurance technically bit's not covering what they need. >>jay: president obama recently said most people can find an option for less than $75 a month. now, isn't that affordable for >> that does sound very affordable. and that's maybe the case, he may be talking about an option that shows up on the metrics, but the independent analyses show that the average premium for the silver plan which most people have is $300 a month. it's much, much more than that and in some cases it's significantly higher. some states are seeing increases for 2016 in premiums above 40% on top of increases for last year,
