we're fortunate now to be joined by democratic congresswoman jayapal of washington state.atched you into the wee hours of the night. if you could just explain for the benefit of our viewers who may have been watching other things or getting in some christmas shopping, what happened last night? how did it end? and why move the vote to this morning? >> well, you know, we have been debating since wednesday night these articles of impeachment, so 17 hours of debate. we went until about 11:00 last night and then it looked like the republicans had no more amendments and we democrats felt it was really important to take this vote to impeach the president of the united states in the daylight so everybody could see what was happening. it felt like a terrible disrespectful thing to do to the american people to take that in the middle of the night. so the chairman postponed the vote until this morning and we are about to go in and take votes on two critical articles of impeachment. one, that the president abused his power and, two, that the president obstructed congress. why is that

jayapal seek recognition? >> i moved to strike last word. >> the lady is recognized. >> thank you, mister chairman, we just continued to hear the same excuses for the president's behavior and this is such a grave moment that were in, were talking about the highest constitutional crimes, abuse of power and obstruction of congress and so let me once again review with the facts. first, my republican colleagues have said that this is about corruption, that all the president trump's agencies, all of advisers, everyone unanimously told him that ukraine had passed all the anti corruption benchmarks. the department of defense said that ukraine had passed their review on anti corruption benchmarks, i know for the corruption policies were needed. president trump's administration cut programs designed to fight corruption in ukraine and president trump was given talking points by the national security council that specifically said, say these things about corruption, but guess what happened on those calls in april in july

jayapal. the speaker pro tempore: the gentlelady is recognized. ms. jayapal: mr. speaker, this is a day of accountability and defending our democracy. the facts in front of us are clear. this president, donald j. trump, coerced a fragile foreign ally to investigate his political opponent and interfere in our elections and he leveraged critically needed connelly approved military aid to ukraine. the president's allies want to claim he did this because he cared about corruption. but if president trump truly cared about corruption, then he would have listened to the talking points that were prepared by the national security council on anti-corruption. he did not. in fact, on those two calls with president zelensky he never mentioned the word corruption. he did not abide by the department of defense's own recommendation that ukraine had passed all the anti-corruption benchmarks and he didn't listen to the unanimous conclusion of all of his top advisors that he must release that aid to ukraine. he did release the aid in 2017 and 2018, but not in 2019. why? because in 2

far left there, covering up his face with both of his hands, on the far right, that's pra mill la jayapal killing somebody with her eyes. collins and jerry nadler maximizing the expressive character of their faces. then row get that stark headline, house judiciary impeachment debate overtime, and that is exactly what happened. it did go into overtime. i thought that they would vote last night. i'm sorry. that had definitely been the plan, but they didn't vote last night. there was a sudden adjournment, much yelling and screaming about that, much upset, but then they reconvened this morning, and chop, chop, it was actually over pretty quick. votes finally on two articles of impeachment against president trump this morning. the first article abuse of power, the second one obstruction. each of those articles passed 23 to 17, which is up party line vote. all democrats in favor, all republicans opposed. and even though it feels like we now know how this is going to go all the way through to the end, i am reminded if only because of what i said last night that humility is in order. impeachments
