. >> reporter: live near antioch, a look back at the jaycee dugard case one year later. what changes have come to the state's parole system as a result of what happened here. >> states dealing with an interesting new law and potential alzheimer's break through linked to arthritis. the news starts right now. good evening, i'm diane dwyer. one year ago this week, the world learned a little girl kidnapped 18 years ago was alive. it was remarkable and frustrating at the same time. how did she go undetected so long? the case promoted widespread changes in law enforcement as well. nbc bay area's monty frances is near and yoke tonight with more on exactly what's changed. >> reporter: not much has changed here in this neighborhood where jaycee dugard spent 18 years of her life but a lot has changed how law enforcement deals with convicted sex offenders. for the past year, jaycee dugard has lived in an undisclosed location in california with her mother and two girls. she released photos about herself but said practically nothing about the 18 years she spent as a victim of phillip

a family person has expressed jaycee dugard's anger over the cell. in the meantime, the lawyer representing dugard's kidnapper, may form mally raise the -- formally raise the issue of mental capacity. that would halt all proceedings while garrido undergoes a psychological exam. he and his wife, nancy, are accused of kidnapping jaycee dugard in 9 -- 1991. >> reporter: parents and children here in the hayward school district will see some changes this year. bigger class sizes, fewer assistant principals. they are all efforts that the district is making to try to scathe off a state takeover which could happen as early as next year. it's the first day of school today. students are wearing uniforms for the first time here. it won't be the first or the last time. we sat down with the superintendent to discuss the deadline to officially balance the budget. a takeover would not happen until at least december because it's about a seven-month process, a process that can be immediately stopped if the budget is balanced. >> if you get funding in and you get it on
