jayne miller is live in the newsroom with more. >> a lot of phone calls getting made today about that very issue. for years, the city school system has tried to fix it schools in one room at a time. now it is looking to rebuild the whole house with one big pot of money. the mayor's comments make it appear she is not on board with the school system's plan. it is hard to find anyone who disagrees, that school systems buildings are old and in disrepair and badly in need of renovation and replacement. the city's schools ceo is pushing a plan in annapolis to borrow $1.20 billion for the sale of bonds to foot the bill. the mayor is pushing a much more modest plan, $300 million, also borrowed through the sale of bonds. cut the mayor criticized -- >> it is false to say we can borrow a billion dollars but we will not have to pay back one way or another. >> i am concerned the impression might have been left that the mayor is not supportive of what we are pushing in annapolis, but i think she is. >> a leading advocate in the pitch for school renovation supports the bigger plan and saw assurance

watch jayne miller's special investigation "secret money" tonight at 11:00. >> a battle between church and state could end up costing employees of the archdiocese their health insurance. kim dacey is live downtown to explain. good morning. >> the position of the catholic church is that the obama administration is denying catholics their first amendment right to religious freedom. cardinal-designate edwin o'brien has already weighed in on the issue, saying the archdiocese of baltimore will not comply with the mandate even if it means dropping health coverage for their 3,500 employees. the new federal policy forces every health plan to cover contraceptives. the mandate sets up catholic institutions like universities and hospitals to pay for medications like the pill that go against the faith. organizations like churches, where the majority of employees are roman catholic, are exempt. but o'brien does not believe that goes far enough. he issued a strongly worded letter to every parish, accusing the administration of attacking religious liberty. an obama spokesperson defended the mandate.
