and right now al jazeera, libby casey joining us live from capital toll hill.libby, congress is currently in session focusing on the shutdown. can we expect any real month today? >> it is not looking possible, optimistic. i could happen but it is not looking likely at this point. the deal is that republicans in the house need to be able to make concessions, because the democrats have said we're not going to negotiate while the shutdown is in place, and we're not going to negotiate if obamacare is on the table. the latest measure the republicans tried to pass called for delaying the health care law for a year and they were trying to get rid of subsidies for hill staffers, so capitol hill members and members of congress themselves to be able to get on these health care exchanges, and that is not acceptable to the senate. we're waiting for the president to speak, and this is a momentum act for the health care law, because today is when these places where people can shop for insurance kick off. they open today, and then we'll see on january 1st the next huge phase

al jazeera libby casey joins us. and what can we expect from white house and members of congress and has there been any progress? >> now we're getting leaders from each of the bodies, the top folks from the house, the senate, on both sides of the aisle, republican and democrat. that needs major leader harry reid, mitch mcconnell, john boehner and nancy pelosi will be there together. these are the four people along with the president that can make a difference in dealing and negotiating. we're seeing a lot of behind closed door meeting. harry reed and mitch mcconnell met about an hour ago. these are leaders in the senate and have a long history together but have not talked up until this weekend during this whole government shownd operation and the march -- shutdown towards the debt ceiling. that's significant that's probably the greatest place to see hope for any sort of negotiated deal to come from the senate and these two men in particular. >> and libby, it seems like that proposal floated by susan collins of maine

. >>> now al jazeera libby casey is line o live on capitol hill. republicans say that affordable care is not popular. >> we're in the basic implementation stages. these stages and marketplaces are opening up. this is most geared for americans who don't have insurance. that's 15% of americans. the law by everyone's admission is quite complicated. it will be a lengthy roll out process and it is unpopular with many people especially conservatives who are represented by these by tea party republicans in the house of representatives. they're trying to get political wins and points against the white house. the president said himself the healthcare law is getting implemented. even though the federal government is in partial shutdown today the healthcare law is still rolling out, a piece of irony. we were talking with randall about what is going on behind the scenes, the conversations, the last conversation that the president had with the speaker and other members of congress last night, and you know, it's not going anywhere fast. >> it's not going anywher

al jazeera's libby casey has been on the capitol all day following this story. libby, look, americans really have been outraged by the news that families of soldiers who have died won't get the benefits that they normally get. walk us through where we stand. >> reporter: that's right, upsetting news to those families and a lot of americans who say this goes too far. we have heard outrage from many in the congress. >> the department of defense informed congress that they would be unable to pay death penalties in other words, informed congress that that would be the case if there were to be a lapse. unfortunately, this was not addressed in the pay the military bill that passed. the president was upset about that, and the president wants to develop a possible solution and the president expects this to be fixed today. >> reporter: now, in the meantime the defense department has said that a private foundation, the fisher house foundation has offered to pony up some of the money and partner with the federal government to make sure that these benefits are paid until th

al jazeera's libby casey is there for us. what is the latest on efforts to unstick this educatio situationd the shutdown. >> reporter: this has come from house democrats. this is a group that has been dis'em powered. it's between the house and senate. house democrats said if speaker boehner would allow a clean bill if he would let that go to the house floor they believe it would pass because they believe enough republicans would say let's just get this thing moving forward. the house has a work around, it's a petition. they need 218 members to sign on to this petition to bring a clean spending bill to the house floor even if they were able to get that, tony, it's a lengthy process because of all the procedural hurdles it has to get over. it doesn't really have to go anywhere until mid-october. >> reporter: we want the vote today. make no mistake. we want it right now. but this will at least start the clock ticking so that by octob october 14th unless they try to abuse the rules of the house, we would at least by then have a c

jazeera. >> the nation's biggest bank may be on the verge of paying the biggest penalty t to date in the wake of the financial markets collapse. that's tonight's "inside story." >> hello, i'm libby casey in washington. in the five years since the mortgage security meltdown triggered the financial crisis and the great recession many have wondered whether the big banks on wall street will ever be held responsible for their role. the answer is yes. according to insider reports, an agreements with struck between bank ceo jamie dimon and eric holder. if it holds up homeowners could get relief and the bank could still be subject to criminal prosecution. jp morgan chase reached a tentative deal with the justice department on friday. it finalized an agreement that was hashed out for months, that would settle a longstanding issue of toxic mortgages leading up to the crash, but it would not keep them from being held for criminal liability. could jp morgan be held for wrongdoing. $4 billion of the settlement would go to the federal housing finance agency for mortgage back security sales. $4 billion would go to helping struggling homeowners and another $5 billion would pay fines. formerly known a
