jean elle is in san ensell mow. >> the council has been talking for years how to prevent the san anselmo deep from flooding. the council is having a hard time finding a plan. carlos knows what it is like to have floodwaters from the san anselmo creek wash through his salon. these are pictures from 2005. he says rising water on january 10th of this year, that triggered a downtown evacuation and emergency alarms, delivered an unelectric scare. it gets dramatic when you have clients on the chairs. one police comes over, and says, you maybe start getting ready for evacuation, because the creek is rising up. >> reporter: the san anselmo town council has been looking for a solution to the floods for year. residents voted down a water retention project in 2015. the council is considering other flood control options tonight. some include a detention basin. >> that's what makes detention basins attractive. you can hold water back and do improvements in the creek that keep more water in the creek. but you have less because you have detained it in a detention basin. >> reporter: sandbags line the streets. >> we can only hope they come together for a solution. >> reporter: l
