jean casarez joins me now, our legal correspondent in new york. , i know police just held this news conference. they say they believe this may have been a targeted shooting. what did you hear? >> reporter: that is exactly what they're saying. they're saying that they believe with everything they know at this point that the shooter specifically targeted the victim. we know the victim is a male. we know the shooter is a male. they have not identified either at this point. this is now a coroner's case. they say that the shooter walked into the building, did what he intended to do, they say, and then walked out. the call came in around noon. within two to three minutes, 20 to 25 officers were at the electrical engineering building. there was a question, brooke, near the end of the press conference. we couldn't hear the question. but here was the answer -- the classroom area in the basement. so if we believe that question was where did the shooting take place, that was the answer. we do know the electrical engineering building is still in lockdown. it i

jean casarez is in charleston, west virginia. what's happening with the water supply down the ohio river, jean? >> reporter: well, wolf, here's the situation. this is the elk river right behind me, which is the water source for the people here in charleston, west virginia and nine counties. the elk river feeds into the canal river, which feeds into the ohio river. and so ohio's water authority has shut off two valves, just as a precaution. now, their water companies do have reserves, so it doesn't mean the people are out of water there, but kentucky also followed suit for a short time. they turned off two of their intake valves in protection for their people. those have now been turned back on. but right here in charleston, west virginia, 300,000 people were without water. water to bathe in, drink or cook with. and now we're learning that one-third of those people have gotten the green light to turn their water back on, but what that means is two-thirds of the people are still waiting to use water. they still have to it use bottle

as jean casarez found out, it's shaken up a lot of residents of a nearby town. >> reporter: residents small community of dillsburg, pennsylvania, continue to be on edge following a deadly highway shooting of 28-year-old timothy daveson. the shooter still at large, law enforcement says it was a case of road rage. >> we obviously have an individual out there who was so incensed that he continued to pursue mr. davidson and took it to that next step. he, you noknow, he murdered an individual for, you know, whatever slight that he perceived. >> our drawer travels the highway every day. you think, it could have been her. it's hard to think things like that can happen in this small area. >> it's just scary. you're just driving along and all of the sudden, boom. >> reporter: it was 30 minute ace way from this community on interstate 81. where daveson was driven off a highway last saturday morning, then shot at repeatedly by someone driving a dark ford ranger xlt pickup. police say davison had made multiple calls to 911 saying he was being chased by a vehicle and the driver was very aggressive

let's come backing to new york where jean casarez is covering the impact here in the big apple. yorkers seem to be dealing with it so far, jean? >> john, we are in the heart of new york city in columbus circle. for the most part, all the roads are plowed. the streets in new york city. i want to to show you what a plowed street is. come with me. this is a plowed street in new york city. in the same breath, this is a dangerous street in new york city. i was in a taxi this morning and the taxi driver was driving so slowly and was veering to the right and to the left because eeth this snow, there is ice. now, traffic is moving in new york city. but columbus circle last night when the snowfall was going, it was barren. we're going to show everybody a time lapse photography of what actually a very bustling circle in new york city was like when that snow came down. it was just barren. that is what happens to new york city in a time like this when the snow keeps going. people are told to stay home and that's exactly what they do. but you know, there's another issue that i want to show e

cnn's jean casarez's that's true. she is in charleston today. weigh want to tell everybody that 730% of the people in the areas can now drink the water. the cdc is saying that if there is any detectable amount of the chemical, even in water that's in the blue zone, pregnant women should not drink it. so what's exactly in the water around here? we did our own testing. here is what we found. while officials continue to test the public water supply here in charleston, west virginia, cnn decided to do our own testing with test america, a private company out of ohio. >> i'm going to collect five of these bottles for this particular sample. >> reporter: we wanted to sample water from our hotel where the do not use order has been lifted as well as from the home of tw coxe where the ban is still in effect. >>. both samples were drawn within about an hour of each other. they ran the water for 20 minutes before filling the bottles. lab testing was done overnight with control samples. the result, both samples contained mchm. the chemical that leak flood th

jean casarez has been following the story. she joins us now.little boy, the fact that he lost his life trying to save his family, it's heartbreaking. what do we know about what happened? >> it is so tragic. we've learned that there were nine people in the mobile home, and seven of them got out, including tyler. and then all of a sudden, this little boy, this little 8-year-old boy realized his grandpa was in there. and as you said, he was disabled. he was an amputee, anderson. and so, the little boy went back in, he had made a left-hand turn to go to the back bedroom, and the fire chief, chris ebmeyer, told me today that what they now realize, that this little boy had his grandpa in his arms as if he was trying to lift him off the bed to take him out to safety. well, tyler's mother has spoken with some of the survivors. she now gives more of that story. listen to this. >> my sister had his hand, and i guess he let go of her and tried to get to my dad, and she opened the window and he wasn't there anymore. she couldn't see and she was going like

. >> jean casarez is following the story and she joins me live and to think of the emotions this family is going through today and tyler saved several people earlier this morning. >> there were nine people in the single wide trailer. he wanted to spend the night because there was no school on monday and he wanted to see his grandpa. the fire erupted in the middle of the night. i spoke with the chief and they do not have an official cause of the blaze. it is under investigation. tyler's mother said it was a blanket that caught on fire. they confirmed there was at least one space heater. when it was known there was a fire, everyone starts to rush out and just as you said, tyler said wait a minute, my grandpa is still in there. tyler went back into the trailer home. he went to the back where the bed was and the fire chief tells me the remains were burned beyond recognition, but they could this boy was trying to lift up his grandfather to carry him out. we do know that the cause of death also is not being ruled at this point. they are still doing testing. it is part of an immense investigat

jean casarez has more. >> reporter: jacqueline bev vin and her family have been waiting for eight daysater. at the same time, the cdc is recommending out of an abundance of caution that pregnant women don't drink the water until there is no trace of the chemical anymore. >> we just don't know what we are drinking. if the cdc is saying pregnant women can't drink that, that is going to go for all of us. >> reporter: if this isn't safe for pregnant women, how can we say anyone is safe in drinking the water? >> there is a lot unknown about this potential chemical that could harm humans. >> reporter: it was soon after the chemical leak federal authorities determined that 1 part per million of the chemical could be safe to assume. that was based on limited information. >> it is an acceptable standard. i don't think anybody can call it a safe standard. >> reporter: cnn had independent water testing done which showed the chemical was present in water deemed safe but well below the 1 part per million threshold. that water is now being used by more than 200,000 people in the affected area. dr. r

jean casarez joins me now with this extremely tranlg gic story. ultimately, what happened? >> it is so sad to even have to talk about. i just got off the phone with the fire chief and ashley, there were nine people in that trailer, six of them got out. truly, this little 8-year-old boy realized my grandpa is not here. his grandpa was an amputee. so he runs back in to the trailer home toward the back and the fire chief just told me that he and his grandpa was found. it was obvious, he was trying to lift him up to carry him out of that mobile home. here is some more information that we are learning. fire officials got there in less than a minute after it went out. they were very, very close. the mobile home was engulfed in flames. >> so no one could get in to help tyler in what he was trying to do, nobody could help him get out? >> that was my question. there are adults standing out there. why aren't they getting in. they told me carbon monoxide can overtake someone. their mental state can become distorted. he was sleeping on the ground with his cousins. that's the best place

joining me now is jean casarez with more on how this is all unfolding. >> i always think when it comes to a grand jury you don't get two kicks at a can. >> this is highly unusual. >> what happened. the prosecutor listened to testimony and they came back and said, we do not believe there is probable cause that this officer committed voluntary manslaughter. we do think there is a lessor here. the prosecutor then went to the judge and said, we don't believe there was enough. some of the jurors were missing that day. under north carolina law, 12-18 grand jurors is sufficient. we don't know how many there were. it appears as though there were at least 12. the judge allowed the prosecutor to go to a second grand jury that says, you know what, we believe there is probable cause he committed vaoluntary manslaughter. >> i'm the police officer and i've got my lawyer. i'm arguing real hard and fast to say, you had your shot and lost. >> you better believe it. that's what the defense has been saying. i've been trying to get ahold of the defense team since last night. i want to know if they are goi

we do have jean casarez in new york. what is going on there? >> reporter: it is so cold here. the national weather service is saying it's 26 degrees. you say okay, 26 degrees, but with the wind chill, it is 16 and it is going down. new york city and the outside areas are expecting heavy snowfall tonight and this is a city with eight million people. the department of emergency management in new york city and the sanitation department have snow plows ready and they are filling the salt trucks but many are saying around here that maybe this is a test for the newly sworn-in mayor, bill de blasio, because it was in 2010 under mayor bloomberg that outlying streets in similar circumstances were not plowed for days. that impacted not only transportation and pedestrians, but also emergency vehicles. the new mayor, mayor de blasio, says it will be different this time. he is 100% sure. now we want to check in at reagan national airport with a monitor of the delayed and canceled flights. >> reporter: if you're flying today, cross your fingers and arrive early, because we have already seen
