jean elle is taking a look at how officials and residents are there getting ready. >> reporter: street flooding makes for slower driving in petaluma. some drivers say in the rain it's not slow enough. >> people are crazy. so i try to avoid going downtown when it's raining. >> but julie black made it to work where sandbags line the back entrance. with the petaluma river so close and several inches of rain expected, the restaurant owners aren't taking any chances. >> the city of petaluma or petaluma police department offers them so might as well take precautions. >> reporter: cities and counties all over are watching rising rivers and creeks. >> certainly if there's a lot of rain between now and the fourth storm that comes through, that could be a concern. >> reporter: some people are enjoying the storms of the rusty coalson is preparing for the worst at a sandbag station. >> we had over 150 sandbags already but it's not quite enough to totally seal off the building so we've got to get 50 more, a last-minute run. >> reporter: filling bags with their hands in the rain. this team hopes it

jean elle is in the north bay. stephanie will give us an inside look at caltrans' operation. and jeff ranieri is looking at the storm. >> we've been talking about it for days. now, it's starting to get its act together. let's put a track on this. you see the moisture tap from the pacific. and to the north. stretches almost 500 miles. also, out ahead of the strongest part of the storm, winds gusting from 15 to 40 miles per hour. the latest and most urgent watch in place is a flash-flood watch. it includes all of our bay area coastline, even san francisco, into marin, napa and is a gnome counties. until monday morning. and as for quick, rising water, that may occur on the streets as the rain starts to fall. again, up into napa, santa rosa, and down into san rafael. the biggest area of concern is in the north bay. san rafael to santa rosa, in the past six hours alone has picked up an inch of rain. and heavier rain over mill valley, right over the san anselmo creek, which is a sore spot when we get a lot of rain like that. we'll have details on what that creek looks like right no

jean elle has more details. >> reporter: an american flag stands in front of their house in san jose. the family is driving to palm springs to learn more about why police shot and killed the 22-year-old marine. police say it happened early saturday morning in a downtown parking garage. the police chief in palm springs says police on bicycles went to check out loud voices inside the lot. officers say they recognized the marine and his friend from an earlier run-in with them, a drunken public incident. police say they ordered him to stop his car and when he drove off with one officer hanging out of the passenger side window and hit another officer, police fired, killing the san jose marine. >> after we collect all the witness statements, the statements from the officers involved and the evidence at the scene we'll have a better determination of what actually occurred, what was occurring in the minds of the officers, what led them to use their weapons in this incident. >> the marine's friends was not hurt. they found a stolen phone and atm card inside the car. family members say he recen

. >> jean elle on the suspects and the help the police are getting from the public. >> reporter: when some giants fans turned violent, the cameras were rolling. and social media was sharing the pictures. now, police are releasing new video, hoping it will also make the rounds and lead them to two arson suspects. video of vandals setting a muni bus on fire sunday night, during a giants victory celebration gone wrong, is released by the san francisco police department. >> this kind of behavior in san francisco, we will identify you. we will arrest you. we will prosecute you. and you will pay for it. >> reporter: the chief is hoping the public will share the video and grab from it on social media, and show the two men starting the fire. earlier this week, a picture of another man about to smash a muni bus window at a barricade was shared with thousands of facebook pages. that led to the i.d. and quick arrest of 22-year-old gregory graniss. >> took huge exception to putting a barricade on the bus. was instrumental on the arrest. and we believe the same people will come forward. >> reporte
