joining me now, jeanne shaheen from new hampshire, a member of the senate foreign relations and armed services committee. thank you so much, senator, for your time. >> nice to be with you. >> as i mentioned in the president's request, he refers to isis as posing a grave threat. i know you and many others have been concerned about how far or how deep the president would like to go in combatting isis which does not according to this letter include boots on the ground, a major concern for you and others. >> well i think it is important for us to have this debate in congress. i have been calling for us to do this since last september, and in fact foreign relations committee produced in last session of congress its own aumf. so i think it is very important for the president to come forward to congress to ask us to take action. it is important to america as we are putting more resources back into the middle east, to the men and women fighting the battle against terrorism for us to have this debate to make sure that they know we support what they're doing. >> you said in the past you favor a

two of our colleagues -- senator jeanne shaheen of new hampshire barbara mikulski of maryland, introduced a clean appropriations bill that would fund the department of homeland security through september. overall the funding provisions of their bill, s. 272, which i understand both democrats and republicans on the appropriations committee agreed to just this past december, two months ago would provide under $40 billion in discretionary funding for the department of homeland security for the remainder of the fiscal year. that's an increase from year to year of about $400 million. it's about a 1% increase above the 2014 funding. this bill would ensure that the department employees get their paychecks on time and have the resources they need to best meet the department's critical missions and the security needs of our nation. the clean bill put forward by senator shaheen and senator mikulski would take additional measures to secure our border and enforce our immigration law something i know is a priority to me and our colleagues on both sides of the aisle. in fact, most of the funding increa

of business of the united states senate, and there he will find s. 272 introduced by senator jeanne shaheen of new hampshire, senator mikulski of maryland. and let me read what senate 272 is -- quote -- "a bill making appropriations for the department of homeland security for the fiscal year ending september 30, 2015, and other purposes. read a second time, placed on the calendar january 28." this bill will fund the department of homeland security. this bill is a clean appropriations bill. if you look at the bill which senator mcconnell and others have brought to the floor for funding the department of homeland security, i invite the senator from kentucky and those who are interested in the debate turn to page 55. start reading on page 5 the general provisions that were sent to us by the house of representatives. page after page of riders and restrictions on the appropriation for the department of homeland security. you see the house of representatives said we'll only fund the department of homeland security if we can have our way when it comes to these restrictions on how they spend money.

i'd like to now turn to my very able subcommittee ranking member, senator jeanne shaheen from new hampshire who can't even tell you more. >> thank you, senator mikulski. i am proud to stand with my colleagues, with chief kelly and chief powers who have worked so hard on the front lines, to once again call for fully funding a clean bill for our department of homeland security. it's time for congress to take responsible action before it's too late. as we've all said we're just days away from shutting down the department of homeland security coming those who are blocking action have a clear choice. are they going to prioritize politics or the going to prioritize national security. in the last week as i was home in after i the chance to travel the state to meet with first responders. and as senator mikulski said so well, it is those firefighters, those emts those local law enforcement officials who are on the front lines when there's an emergency. they understand what it would mean if we don't fund the department of homeland security come or if we pass a continuing resolution. yesterday i hoste

senator jeanne shaheen the ranking member on the subcommittee on homeland security and i put in a clean bill the other day. we could do it now. we could pass that funding today and reserve the debate on imdpraition for another -- on imdpraition for another day -- on immigration for another day calling upon the house to do their job. but right now i want all of the wonderful men and women who work at the department of homeland security to be paid for the work that they do. we need them. we need them in cybersecurity. we need them searching out the lone wolf attacks. weren't we proud of the brilliant job to our homeland security leadership provided to protect all of the people who so enjoyed the super bowl? we've got a lot of work to do. in my own home state we're dependent on the coast guard but so is every other state with a coastal area, protecting us in terms of search and rescue, against drug dealers. and what about our border control? down there every single day in dangerous circumstances. don't they serve our respect and the resources that they need and the pay that they have earne

one that is now sitting on a calendar of the united states senate that was offered by senators jeanne shaheenand barbara mikulski. it's sitting here. by unanimous consent with the approval of the majority leader, we could pass it today fund this agency. i asked secretary johnson well, what difference does it make if you get a temporary funding bill or a regular budget bill? he said i can't properly run this department. i am wasting time and money. i'm not investing in things that make us safer because of the way congress, in this case the house republicans, insist that they will not properly fund this agency. they funded every other agency in government except for the department of homeland security. what are they thinking? why would they want to make an object lesson out of this critical department? i said to secretary johnson so what types of things can't you do? he said one example he said we give grants for research to find ways to make america safer when we're attacked. we can't give those grants now because we're under a continuing resolution. research has stopped to make america safe.
