me ro chief financial economist dan, and dan green house and jed. because you focus on homes i'm going to start with you. are these numbers as good as they seem on the surface? diana seemed to think no. what are your thoughts? >> i agree with what diana was saying. the real increase in new home sales i think looks closer to about a 5% increase year over year. not a 25% increase month over month. the new home sales numbers are always somewhat volatile but now given that we've had this mortgage rate spike and the government shutdown we could see a lot of people shifting around the timing of their new home sales in response to those factors. >> jed, it's not as good as the headline but is this still good news? >> it's a modest improvement in new home sales. ultimately new home sales depend on construction. you can't sell new homes if you're not building new homes. remember, construction is still far below normal levels. construction is running at about a 900,000 annual rate. normal is about 1.5 million. construction and new home sales still have a long

let's bring in chief economist jed kolko. jed, good to see you.using barometer. how's the housing market doing, according to your barometer? >> right now we're seeing that sales volumes and prices are getting closer to their normal levels. but construction is actually still lagging behind. even though we've seen an increase in new construction over the past few years, construction starts are still well below normal and the biggest concern is young people aren't getting back to work yet. that's very important because young adults age 25 to 34 are that key age group for housing demand. that's when they decide to form their own households and decide whether to rent or buy. >> what's normal? >> normal for them is that we see almost 80% of them working. right now it's about 75%. and by normal we don't mean 2006. that wasn't normal in the housing market. we mean what the housing market looked like before the bubble. >> and when you're looking at markets and this normalcy and also this increase, this 9% that we're talking about nationally, that's the ave

let's bring in chief economist jed. joe talked about the threat of rising interest rates. in the housing market, right? is it really a threat if we see rates go up to 4% on the ten-year treasury note? >> the biggest effect of rising mortgage rates is the decline in refinancing. we saw when rates spiked in may and june how much refinancing plummeted after the rate increases. the effect on other things like sales, starts, is much less dramatic and as we go into next year, one of the things we should see is because rates have gone up and banks have less refinancing demand, they're going to look to do more home purchase lending. hopefully that will mean that it will get a little easier for some people to get a mortgage, at least at those mortgages comply with those new mortgage rules coming into effect. >> and here's the thing, jed. even if rates rise, mortgage rates rise too, don't they remain low by historical standards. we've got very short-term memories, i feel, in this regard? >> right. rates could rise by another full point in 2014. and still end next year below historic
